- This is a sources sought notice for a potential Government requirement. This notice is not a request for quotations/proposals. No solicitation or RFP will currently be forthcoming. Requirement: The Department of Defense (DoD) Civilian Personnel Management Service (CPMS), Joint Leadership Development Division, (JLDD) has a requirement to provide an executive leadership development course. The course will be delivered to senior level civilian employees. JLDD preference is to conduct the course at the DoD Executive Development Training facility in Southbridge, MA, but will consider other locations. Background: The JLDD administers the Department of Defense Leadership and Management Program (DLAMP), the premier civilian leadership and development program. DLAMP provides future DoD leaders with the knowledge and skills needed to manage a diverse work force. The major elements of the program are: " Two courses in executive leadership focused on the Office of Personnel Management Executive Core Qualifications; " An advanced degree from an accredited institution; " Completion of a senior-level Professional Military Education School; " As needed, based on an assessment of knowledge and experience by the participant and his/her supervisor, up to six graduate level courses in business management and public policy from an accredited institution. The current executive leadership courses are provided at two junctures in the program. The first course is completed within a year of admission. Participants attend the second course at the end of the program; after all other elements have been completed, generally within three-five years of admittance. This course is one week in residence. Approximately 400 participants need to complete the second course over the next 24-36 months. Course Content: DLAMP requires an executive development leadership course that addresses the leadership challenges faced by senior executives in the public sector. The course must to be aligned with the OPM ECQs (Leading Change, Leading People, Results D riven, Business Acumen, and Building Coalitions/Communication) required for Senior Executive Service and best practices within private industry. Administration of 360 degree leadership assessment of an individuals leadership competencies based on the ECQ s and specific DoD competencies along with a feedback/coaching session by a certified coach is also required. Course Methodology: The course curriculum is expected to be interactive and foster strategic thinking, vision and program transformation, cultural diversity, political interface and commitment to public service. Methodology should include a balance of le cture, discussion, problem solving and team building opportunities and use of multi media. The courses may include pre course assignments. Course Delivery: The course delivery formats must accommodate senior level working professionals. Both classroom and blended delivery options (on-line and in-residence) may be considered.
