Description
TACOM LCMC (RI) has a requirement for a university partnership with a single vendor to provide specific college curriculum as identified below at the graduate and undergraduate level for their employees and is seeking interested sources. All classe s must be held on Rock Island Arsenal in classrooms provided by the Government. Interested institutions must be a fully accredited educational institution that can provide courses organized in a structured curriculum at the level as designated below in the specific classes. Institutions must accept the Government Charge Card (Visa) a s the method of payment. Institutions must provide four curriculums presented at the undergraduate level, a Masters of Organizational Leadership (MOL) or similar type of curriculum, and a Masters of Business Administration (MBA) curriculum. There will be four sessions of undergraduate classes per year running from Aug-Oct, Oct-Dec, Jan-Mar, Mar-May. The MOL or similar curriculum will consist of five sessions per year running from Aug-Oct, Oct-Dec, Jan-Mar, Mar-May, and May-Jul. The MBA will consist of six sessions per year running from Aug-Oct, Oct-Dec, Dec-Jan, Jan-Mar, Mar-May and May-Jun. The four common sessions for all curriculums will be eight week sessions. Undergraduate classes will meet no less than once per week for 3 hours or twice per week for 2 hours; graduate classes will meet no less than once per week for 4 hours. The MBA Dec -Jan session is a three week interim session for which online classes are prefered to satisfy the core math requirement or electives. The graduate level May-Jun session will meet for four weeks twice per week for 4 hours The first undergraduate curriculum will be a structured series of courses based on critical thinking and problem solving skills. The curriculum will be comprised of a series of courses totaling 24-30 semester credit hours. Completion of the 24-hour curric ulum will result in a presentation of an Analytical Business Certificate. The second undergraduate curriculum will be a structured series of upper level (200-300 level) classes in business. Completion of the 24 hour curriculum will result in the presentation of a Certificate of Business Management. The third undergraduate curriculum will be comprised of a series of courses totaling 24 semester credit hours with a concentration in organizational leadership skills. Completion of this 24-hour curriculum will result in a presentation of a Certificate o f Organizational Leadership. The fourth undergraduate curriculum will be a structured series of classes in East-West Studies. The curriculum will be comprised of a total of 24-30 semester credit hours. The Masters of Organizational curriculum or similar curriculum will consist of a series of core courses, concentration courses, a foundation course, and a Capstone/Comps class for a total of 36 semester hours. The Masters of Business Administration curric ulum will consist of a series of core courses, electives, a foundation course and a Capstone Comps class for a total of 48 semester hours. Institutions need to be aware that all textbooks are property of the Government. The Government provides the textbooks to the students for the undergraduate courses which are returned to the Government upon completion of course and therefore the Government expects to be able to use the same textbooks more than once. The Contractor must have experience in teaching accelerated courses to nontraditional students as well as providing list of courses taught under an accelerated basis. The experience in presenting accelerated courses must equal at least three years in prov iding more than 5 accelerated courses, covering a variety of subjects. Since the average age of our workforce is approximately 48 and many of those individuals have been out of school for 20-30 years, the school must be able to show that their courses are geared toward these types of students. Th ey must have flexibility in the presentation of the courses; i.e., attendance points. If an institution other than the current vendor is selected, then they must agree to the following: 100% acceptance of a students standing in their current program and t he courses offered must be transferable to local institutions like Blackhawk College, Scott Community College, St. Ambrose University, Western Illinois University, and Augustana College. Vendors interested in providing the above listed services are to provide a response to this announcement to include the following information by 11 May 2007. Proof of accreditation. Provide experience in providing accelerated courses to nontraditional students. The experience in presenting accelerated courses must cover the last three years in providing more than 5 accelerated courses, covering a variety of s ubjects. Provide a sampling of courses to be offered under each of the six curriculums listed above. Provide statement that the institution will accept a students standing in their current program (100%) and that the courses offered will be transferable to local institutions like Blackhawk College, Scott Community College, St. Ambrose University, Western Illinois University, and Augustana College. All Institutions are hereby informed that this is a sources sought request which may be used for planning purposes and should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to awar d a contract on the basis of this request or otherwise pay for the information solicited. TACOM-RI will only utilize the information you provide in developing its acquisition approach for future requirements. All contractors who provide goods and service s to the Department of Defense (DOD) must be registered in the Central Contractor Register (CCR) in order to be awarded DOD contracts.
