Description
Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Health Physics Services, within the United States. The Government anticipates awarding two small business contracts not to exceed (NTE) 7.5 million each over a period of 5 years. There is a base period of 2 years, one option period of 2 years, and one option period of 1 year. Minimum guarantees of $60,000 per contract over the base period of 2 years will apply. Work may be within the Great Lakes and Ohio River Division mission boundaries, all Corps mission areas, or other Federal agencies. Task orders can be fixed price; performance based; or cost reimbursement, including Cost Plus Incentive Fee (CPIF) and Cost Plus Award Fee (CPAF). Potential services may be for studies, investigations, and p roject specific technical support with particular emphasis on radiological hazards. It also includes, but is not limited to providing evaluations, reports, environmental monitoring and evaluation during construction and in support of site closure. Expertis e required, as it relates mainly to radioactive materials, may include, but is not limited to radiological testing and technology; MARSSIM surveys; site closeout procedures; production & execution of sampling & analysis and final status survey plans; HTRW waste management; groundwater & surface water hydrology; analytical chemistry, biology, & radiochemistry; toxicology/dose & risk assessments (human health & ecological); environmental pathway assessment using computer codes (RESRAD, Microshield, etc.); qua lity control/quality assurance; data management; environmental regulatory compliance; environmental health & safety training; safety & occupational health, public health, & risk communication; industrial hygiene; regulatory permits; decontamination & decom missioning procedures; emergency response; and environmental monitoring systems. Various types of studies may be required, to include but not limited to: dose assessments & risk assessments; environmental/ecological assessments; radiological modeling; iden tification of action levels/cleanup levels; Federal, State, and Local laws, regulations, and guidance determinations; regulatory coordination, and environmental permitting. Various field investigations will be required. Examples may include, but are not li mited to, Global Positioning System (GPS) gamma walkover surveys; Geographical Information Systems (GIS): environmental media sampling; HTRW sampling & analysis of soil, sediment, groundwater, surface water, hard surface, tank/drum contents, air vapor, & s oil vapor (active & passive) for physical, chemical, biological, & radiation properties; Performing surface & borehole geophysics; radiological release surveys of equipment, materials, & land surfaces; management of investigative derived waste (IDW) to inc lude disposal of IDW & PPE; other sampling efforts for radiation & radioactive material associated with industrial hygiene & public health assessment; and civil surveying. Surveying & mapping services may include, but are not limited to are topographic sur vey & horizontal/vertical control; monitoring/baseline surveys; and GIS/Computer Aided Drafting Design (CADD) reports. Surveys & mapping deliverables may be required to assist with CADD output. The Contractor shall provide miscellaneous equipment and tools necessary to conduct HTRW operations in a safe and environmentally sound manner. On-site equipment shall include, but not be limited to, instrumentation for measuring radiation, personal protective equipment, and equipment for sampling environmental medi a. Other incidental services and material, necessary for successful execution of HTRW studies, investigations, and evaluations, including, but not limited to, expert testimony, technical support during regulatory negotiations, personnel protective equipmen t and community and public relations may be required. The type of task order utilized will be determined on a case by case basis by the Government. Evaluation c riteria will be considered in the following areas in descending order of importance: 1.Previous Radiological Project Experience; 2. Personnel Qualifications; 3. Safety; 4. Radiological Technology; and 5. Knowledge of NY, PA, & OH Specific Environmental/Rad iological Laws, Regulations, & Regulatory Contact. Factors 3, 4, & 5 are of equal importance but less than factors 1 & 2. This procurement will be conducted under North American Industrial Classification Series (NAICS) code 541620, Environmental Consulting Services. The Standard Industrial Code (SIC) used is 8799.
