- (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; qu otations are being requested and a written solicitation will not be issued. (ii) The reference number for this effort is W912ES-07-T-0067 and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and D efense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://www.arnet.gov/far. (iv) The clause at 52.219-6 applies to this acquisition. This solicitation is set-aside 100% for small business concerns. The associa ted NAICS code is 541720 and the small business size standard is 6.5 million dollars. (v) This requirement consists of 1 line item (0001 Phase II Evaluations of Archaeological Sites and Phase I Cultural Resources Investigations for Unsurveyed Tracts for the Roseau Flood Control Project in Roseau County, Minnesota). (vi) Work to be completed under this purchase order will consist of the following: The Contractor will conduct Phase II evaluations at archaeological sites 21RO37, 21RO38, 21RO39 and 257-4 in Roseau County, Minnesota. Work will be sufficient to determine whether the resource is eligible for inclusion on the National Register of Historic Places (NRHP) to include the horizontal and vertical extent of the site, its integrity, and its significanc e in terms of providing information about the past of the area. The Contractor will also complete Phase I cultural resources survey along unsurveyed areas and areas recommended for additional survey. Unsurveyed areas include tracts that were denied acces s from landowners and other areas where field conditions did not permit survey before the end of the season. A detailed description of the line item is available as Addendum I, Scope of Work. (vii) Deliverables and acceptance of deliverables will be FOB destination, St. Paul, MN. The estimated completion date for this requirement is September 30, 2007. (viii) The provision at 52.212-1, Instructions to Offerors Commercial, applies to this solicitation. Additional Notes to Quoters are available as Addendu m II. (ix) The provision at 52.212-2, Evaluation Commercial Items, applies to this solicitation. The following text is added to Paragraph (a) of FAR 52.212-2: This request for quotation utilizes price and technical tradeoff analysis. The Government inten ds to award to the quoter representing the best value on the basis of: 1.) Firms Technical Approach, 2.) Past Performance, 3.) Team composition, and 4.) Schedule. The factors are listed in descending order of importance and their combined value is approx imately equal to price. Technical Approach: Quoters will provide a technical description on firms approach to project. The description will address the theoretical and methodological approach, the cultural history of the region, the regional environment al history and local geomorphological conditions germane to archaeological investigations. The technical description will not exceed ten pages. Past Performance: Quoters will provide references on previous projects, highlighting projects completed in th e region. See clause 52.212-1, subsection (b)(10), on providing performance information. Team Composition: Quoters will provide a list of team members proposed for use on this project, including resumes for all key personnel. Schedule: Quoters will su bmit a proposed schedule for significant task accomplishment. The quoters combined ratings for Technical Approach, Past Performance, Team Composition and Sch edule represent the Expected Technical Value of a quotation. The Government will conduct a series of paired comparisons between quotations, weighing Expected Technical Value against price in order to determine the best value source selection: (a) If one quotation is better in terms of Expected Technical Value and has the lower price, then it will be considered the best value. (b) If one quotation is better in terms of Expected Technical Value but has the higher price, then the Government will determine t hrough a price-technical tradeoff analysis whether the differences in the nonprice factors are greater than the difference in price. The quotation with the Best Value is the one that, in light of both Expected Technical Value and Total Price, provides the Government the best overall value. Accordingly, the Government reserves the right to issue an order to other than the lowest priced quote. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror withi n the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are ne gotiations after its receipt, unless a written notice of withdrawal is received before award. Additional guidance on price is provided under provision 52.212-1 section (g). (x) The provisions at 52.212-3 Alt. I, Offeror Representations and Certifications Commercial Items, 52.222-22, Previous Contracts and Compliance Reports, and 252.212-7000, Offeror Representations and Certifications -- Commercial Items, apply to this acquisition. The contractor shall return a completed copy of these provisions with its quotation. The provision at 52.252-1, Solicitation Provisions Incorporated by Reference, applies to this acquisition.
