- This Procurement shall be conducted under FSC CODE: Q301, SIC CODE: 8734, NAICS Code: 541380. The size standard for this code is $6,500,000. TYPE OF AWARD: This acquisition shall be 100% Small Business Set Aside Request for Quotation. All Small Business responsible sources may submit a quotation. JOB DESCRIPTION: The U.S. Army Corps of Engineers, Sacramento District is issuing this announcement for commercial services: Laboratory Testing Services. DESCRIPTION: Perform Quality Assurance Testing Services that include aggregate soil, concrete and asphalt tests with complete compliance and adherence to the applicable referenced test procedures. The laboratory shall meet the requirements of American Society of Testing and Materials (ASTM) D 3740, C 1077 or D 3666, as applicable, and shall be accredi ted by the American Association of State Highway and Transportation Officials (AASHTO) for the applicable test methods. If the laboratory is not accredited by AASHTO for a specific test, this test shall be subcontracted to a laboratory that is accredited by AASHTO. The laboratory shall also be validated by abbreviated audit by the Corps of Engineers, Materials Testing Center (MTC). Any award(s) resulting from this solicitation shall be a firm-fixed price, five (5) year Blanket Purchase Agreement (BPA). Solicitation W91238-07-Q-0083 shall be issued electronically in accordance with FAR 4.502 and 5.102, therefore hardcopies shall not be provided. Vendors wishing and electronic copy may download it on or about 26 April 2007. All Quotations are due back not later than 07 May 2007 @ 10:00 am PST. The acquisition method is Request for Quotation. Evaluation factors for award shall be as follows: Technically acceptable, low priced responsive, responsible, compliant vendor shall b e awarded the contract. VENDORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: The solicitation shall be available on or about 26 April 2007. The Request for Quotation shall not be provided in hard paper copy. The solicitation and all amendments for this acquisition shall be posted on a secure Government web site known as FedTeDS. Viewing/downloading documents from FedTeDS shall require prior registration in Central Contractor Registration (www.ccr.gov).
