- The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Louisville Detachment plans to procure via other than full and open competition from Integrated Consulting Services, Incorporated, engineering and logistics services to support the MK 119 Gun Computer System Cabinet (GCSC). The MK 119 GCSC is a unique shipboard enclosure that houses the processors, electronic devices and cooling and power conditioning equipment that performs the processing, interfacing and data extraction functions of the MK 160 Gun Computer System (GCS). This requirement will provide fleet and shore activities with an estimated 8,000 hours of effort for the purpose of providing engineering and logistic services in support of the manufacture, installation, design, test and life-cycle support of the MK 160 GCS. The services provide direct support to the fleet, with the contractor having technical knowledge of the MK 119 GCSC, including design, systems operations, computer programs, op erating systems and test programs required to perform the services required in the Performance Work Statement (PWS). Inability to do so would cause severe reduction in operational readiness. In order to perform these services, access to the technical database for the identified equipment in its current configuration is essential. Integrated Consulting Services, Incorporated is the original equipment manufacturer of the MK 119 GCSC and has the unique operational and maintainability knowledge of the MK 119 GCSC required to perform these services. Integrated Consulting Services, Inc. designed, developed and manufactured the identified equipment and is the only source available with the design rights to components integral to the MK 119 GCSC to perform in accordance with the PWS. The estimated period of performance will be 1 July 2007 through 30 June 2008, with four twelve-month option periods. Any resultant contract will contain the clause at FAR 42.217-8, Option to Extend Services. The offer must have complete and detailed information that includes the total number of employees and professional qualifications of personnel specially qualified in the MK 119 GCSB area as outlined; an outline of previous efforts including specific services previously performed or being performed in the listed area; specific resumes of representatives detailing their qualifications; and any other available descriptive literature.
