Description
Provide boat transportation in accordance with the attached Statement of Work. The RFQ is located at Region 6 website: http://epa.gov/region6/rfq. EPA Region 6 is the Federal lead agency for the planning, engineering, design, and construction of two ongoing Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA) barrier island restoration efforts on East and Trinity Islands of the Isles Dernieres barrier island chain. The islands are approximately 10 miles south-southwest, by boat, from the nearest community of Cocodrie, Louisiana, in Terrebonne Parish. The projects entail restoring beach, dune, and back barrier marsh to afford southern Louisiana communities improved storm protection and restore valuable fish and wildlife habitat. Implementation of these two important projects requires on-site, extensive coordination with the State of Louisiana, contractors, as well as our other Federal program restoration partners (NRCS, NMFS, COE, FWS) during the planning and construction phases. On May 9th, 2007, EPA will be responsible for transporting up to 25 interagency personnel to evaluate progress on these two restoration projects. Given the distance to the project location, rough seas are always a possibility and safety is paramount. We therefore are seeking to procure an operator and one vessel large enough to transport 25 interagency personnel to the project location. This larger vessel must also be equipped with a smaller shallow draft (e.g., pontoon) boat to ferry passengers onto the barrier islands and back to the vessel, once we reach the shallower waters within sight of the islands. We will be departing Cocodrie, LA, on May 9th at 8:30 am arriving at East and Trinity Islands at 11:00 am. We plan to depart the islands at 2:00 pm, returning to Cocodrie at 4:00 pm the same day. The total boat rental time would be approximately 7.5 hours. The vendor must be available and equipped within reasonable distance of this area of the coast, of Cocodrie, LA and capable of meeting the agency?s project needs. Given the very remote nature of our barrier island restoration efforts and specific equipment needs for transporting up to 25 individuals to and from Cocodrie, LA, to the Isles Dernieres barrier island chain and return, it is likely the scope of possible vendors will be extremely limited.
