- GSA Public Building Service (PBS) is embarking on the acquisition and development of a national enterprise electronic program management (ePM) package. The strategic goal of this enterprise solution will provide for a web based, scalable, easy to manage programming solution to provide management and information accessibility for internal and external clients. In addition, it will provide aggregate information about multiple projects with a single interface. Full interconnectivity with existing and future GSA PBS legacy software programs is required. This effort, while initially utilizing commercial off-the-shelf (COTS) software, is intended to evolve into a comprehensive service-wide management tool, addressing all aspect of project phases form inception to eventual facility disposal. Its foundation is intended to be project level, where real-time input will occur. The ePM application shall standardize PBS project and program management activities, while ensuring effective and timely information sharing with both internal and external stakeholders. The application will meet all of GSA?s functional, security, and technical requirements. The ePM shall be comprehensive and flexible enough to manage all types of PBS design and construction projects, including both large capital construction projects and smaller minor projects. ePM shall track and report on the entire GSA design and construction program portfolio, including projects in the early or formative stage of development through design and construction, project close-out, turn-over for facilities management stages, and eventual disposal. The approximate duration of the contract base deliverable is twelve (12) months with multiple options for a total contract duration of up to seven (7) years. The estimated cost of this project for the base deliverable is approximately less than five hundred thousand dollars ($500,000.00). The total contract cost can be up to $5M. The resultant contract will be firm fixed price and include options. The procurement method will be a competitive negotiated Request for Proposal (RFP) utilizing source selection procedures. Offerors will be required to submit proposals in two parts with the first submission being past performance and evidence of bonding capacity. The second submission will include the balance of the technical proposal requirements along with a price proposal inclusive of lump sum and option pricing. Technical evaluation factors may include: 1) Past Performance/Experience, 2) Product Information and Capabilities, 3) Project Management Plan, 4) Implementation Schedule, 5) Alternatives to Base Statement of Work, and 6) Subcontracting Plan. The RFP is planned for issuance prior to June 1, 2007. Please note that it is the offeror's responsibility to monitor the FedBizOpps website for any announcements or amendments pertaining to this RFP. To ensure receipt of RFP updates, offerors are encouraged to register as an interested vendor. This procurement will be issued on an UNRESTRICTED basis with full and open competition procedures.
