Description

U.S. Army Space and Missile Defense Command intends to issue a contract to Glowlink Communications Technology, Los Altos, CA through solicitation no. W91260-07-T-0004 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitio ns. Glowlink Communications Technology will be providing one (1) year hardware and software upgrades for Glowlink Model 8000 Geolocation System, (2) installation of the system upgrades and (2) a 5-day training course on the Model 8000 Geolocation system an d software for up to six (6) students on-site for A Company, 53rd Signal Battalion, Fort Detrick, MD. Glowlink Communications Technology will also be providing software upgrade to current release and 1 year software maintenance subscription for Glowlink Mo del 1000 Satellite Spectrum Monitoring System for C Company, 53rd Signal Battalion. This requirement includes travel to Fort Detrick, MD. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquis ition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16,eff ective 22 Mar 2007. The proposed contract action is for Glowlink Model 8000 Geolocation System hardware and software upgrade, installation, on-site training and Glowlink Model 1000 Satellite Spectrum Monitoring System software uprade and 1 year software ma intenance subscription for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Glowlink Communications Te chnology is the manufacturer of the Model 8000 Geolocation System and Model 1000 hardware and software and the required hardware and software upgrades, installation, training and software maintenance subscription are exclusively available from Glowlink Com munications Technology only. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sol e source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
