- This modification corrects the Set Aside from "total small business" to "N/A". The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Koheras A/S Blokken 84 3460 Birkerod, Denmark for two (2) fiber laser systems. As the updated light sources for the NIST optical heterodyne measurement system, NIST requires two ultra-stable, single-frequency lasers at 1550 nm with linewidths of less than 10 kHz. This measurement system is currently used to perform NIST frequency-response calibrations of high-speed optoelectronic photoreceivers from approximately 0 to 55 GHz. The pair of lasers must be configured such that their wavelengths are separated by 300 +/- 50 pm when positioned at the center of their wavelength tuning ranges. In addition, each laser must have a tuning range of at least 700 pm, which will enable the updated heterodyne system to extend maximum operation up to 110 GHz. Separate wavelength control via a piezo-tuner is also required to maintain stable closed-loop operation at beat frequencies below 1 GHz. The output of the lasers should each be > 5 mW and linearly polarized to maximize the heterodyne signal. The lasers should be compact and immune to environmental perturbations. Based on market research, Koheras A/S is the only source that can fulfill all of the requirements including a critical wavelength tuning range of at least 700 pm, making possible a beat frequency that spans from 0 to greater than 110 GHz. By contrast, the other lasers can at best produce a beat frequency spanning from 0 to 60 GHz. Delivery is required by August 31, 2007. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement. Respondents must provide sufficient documentation that address qualifications pertinent to this requirement. Any questions regarding this notice shall be submitted in writing (e-mail preferred) no later than close of business April 18, 2007. Anticipated award date is April 19, 2007.
