- Description
- The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) intends to award a sole source contract to the National Forum for Health Care, doing business as the National Quality Forum, 601 Thirteenth Street, NW, 500 North, Washington, DC 20005, under NAICS 813920. The purpose of the contract is to develop voluntary consensus standard measures, common data formats, models, and frameworks and provide services related to the development of voluntary consensus standards for various products. The proposed contractor is uniquely qualified since it possesses an understanding of and, experience in, quality measurement and public reporting in a variety of areas such as patient safety, quality assessment, and quality improvement, efficiency, as well as other areas related to the mission of the agency, and the ability to convene purchasers, providers, consumer representatives, and quality improvement organizations. The proposed organization is uniquely qualified since it has demonstrated that it can involve these diverse stakeholders in a fair and open process that will lead to consensus on the measures, models, common formats and/or frameworks that is in accordance with the National Technology Transfer and Advancement Act of 1995 and OMB Circular A-119. The organization has also demonstrated that the consensus on those measures, models, common formats, frameworks, and other products can lead to a sufficiently broad use of the measures, models, common formats, frameworks and other products that they will, in fact, become voluntary consensus standards for the industry. Potential sources must also possess, or be able to obtain (in-house or through subcontracting arrangements), the staff and other resources needed to expeditiously carry out the different types of activities listed above. The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The contract period of performance is for three years with one two-year option period. Interested organizations capable of performing the above with the requisite qualifications and expertise, should submit specific, succinct statement of capabilities in response to this sources sought, no later than April 30, 2007. Capability statements must be submitted in paper copy (original and one copy) to Mary Haines, Agency for Healthcare Research and Quality, 540 Gaither Road, Rockville, MD 20850. Capability statements received after May 1, 2007 will not be reviewed. A determination by the Government not to compete this proposed contract based on responses is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
