Description
This is a synopsis for firm-fixed-price commercial item overhaul of Generators for the USCG HC-130H aircraft prepared in accordance with FAR Part 12 and 13 as supplemented with additional information included in this notice. A Requirements Contract is contemplated. A solicitation will not be posted to FedBizOpps. Interested parties should contact Bill Kingsley, Contract Specialist, at william.t.kingsley@uscg.mil, or Fax (252)335-6452 NLT 14 calendar days from the date of this posting to receive a copy of Solicitation number HSCG38-07-R-H00001. The North American Industry Classification System Code (NAICS) is 336413 and the size standard is $6.5M. This procurement is set-aside for small businesses. This synopsis is issued for the acquisition of Overhaul of Generator, Alternating, NSN 6115-00-946-8441, P/N 2CM353C1H or 2CM353C1P; Est Quantity 22, IAW AFTO 8A6-9-5-3; NSN 6115-01-224-5848, P/N 28B58-9B, Est Qty 15, IAW AFTO 8A6-8-10-13, 14; NSN 6115-00-678-6319, P/N 31220-004, Est Qty 4, IAW AFTO 8A6-6-6-3, 4. The solicitation will also invite pricing for Unusual Damage Evaluation, Scapping, No Fault Found, and a Composite Hourly Rate. The above represent the Base Period and there shall be 4 Option Periods. The quantities are estimates only and failure of the Government to order any of the items described as ?estimated? shall not entitle the contractor to any equitable adjustment in price under the Government Property clause. Only unused or surplus new replacement parts are acceptable to fill this requirement and must be traceable to the OEM. The item is Flight Critical and ACMS Tracked. Inspection and acceptance shall be performed at Destination by USCG ARSC Quality Assurance personnel. Items shipped to: USCG Aircraft Repair and Supply Center, Attn: Receiving Section, Bldg 63, Elizabeth City, NC 27909-5001. The desired delivery date is 60 days after receipt of material. FOB point shall be Destination. Vendor must provide a Certificate of Conformance in accordance with FAR 52.246-15. Copies of packing slips shall be affixed to the outside of the shipping container. Packaging of the items for return shipment shall be in accordance with the Contractor's best commercial practices with the following exceptions: 1) Each item or unit must be individually packed in a separate box, carton, or crate, 2) Each individual container shall be labeled on the outside with NSN, Part Number, Serial Number, Quantity, Nomenclature, Purchase Order Number, and Line Item. Only Bar Coding of the NSN is necessary. The internal packaging material shall be sufficient to prevent damage during shipment, handling, and storage. Each unit shall be packaged to protect against electrostatic damage. Preservation protection must be sufficient to prevent corrosion, deterioration or decay during warehouse storage for a period of one year, but no preservation coating will be applied directly to the component. Packaging material shall NOT consist of the following material: popcorn, shredded paper, Styrofoam of any type, or peanut style packaging. The contractor must have access to all United States Air Force maintenance, repair, overhaul manuals, performance/test/acceptance criteria, and data to ensure the items above are repaired, overhauled, calibrated, and operating in accordance with the applicable technical order. The contractor is solely responsible for obtaining the specifications. The U.S. Coast Guard does not maintain nor release the technical documents. The contractor must have access to all applicable technical orders and is responsible for obtaining the technical orders. The original manufacturer of the generator, P/N 2CM353C1H is General Electric Company Direct Current Motor and Generator Dept, 2901 E Lake Rd., Erie, PA 16531-0001. The original manufacturer of the generator P/N 28B58-9B is Honeywell Div. Engine Systems and Accessories, 11100 N. Oracle Rd., Tucson, AZ 85737-9588. The original manufacturer of the generator P/N 31220-004 is Lucas Aerospace Power Equipment Corp., 8380 Darrow Road, Twinsburg, OH 44087-2329.
