- Description
- Provide professional A/E Services to include: Based on the preliminary plan and construction budget, develop working drawings and specification, cost estimate and construction period services for the demolition and replacement of the generator, transfer switches, and all electrical panels in Building 99 for Project # 529-07-102, Replace Distribution System, Bldg. 99 at this VA Medical Center.     Based on the preliminary plan and construction budget, design is to include replacement of the emergency distribution including the following: existing generator that feeds emergency power, two (2) transfer switches, and electrical panels. A/E is to determine if the capacity is needed to be increased for the transfer switches and the electrical panels. Design is to also include the replacement of the normal distribution including the following: replacement of the distribution panels, tie breaker switches, all transfers, all high voltage switches. A/E is to evaluate all switches, transformers, electrical panels to determine sequence of operation and capacity required. Evaluate the existing under ground storage tank for the existing day tank for capacity. Upgrade all associated wire racks, enclosures, sump pump and associated piping, generator louvers and building ventilation, and garage doors. A/E is to design for future expansion of the emergency and normal power distribution. Completion time for A/E design is 125 calendar days. The estimated construction range is between $1,000,000 to $2,500,000.     Only firms with prior experience in the design of similar type projects and those with the professional capacity to complete this type of work will be considered.  Those firms determined to be the most highly qualified will be rated on evaluation factors consisting of , but not limited to, recent specialized experience and technical competence in the type of work required, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to the project, past performance on contracts with Government agencies and private industry, in terms of cost control, quality of work, compliance with performance schedules, and capability of CADD & other computer applications.     The geographical area of consideration is a 50 mile radius of the VAMC Butler, PA.  NAICS CODE 541310 applies to this procurement.  THIS IS NOT A REQUEST FOR PROPOSAL.     Those firms who meet the requirements are invited to submit two (2) completed copies of Standard Form (SF) 330 to the attention of  the Contracting Officer no later than Close of Business (4:30 PM), May 15, 2007.  This project is subject to the availability of funds.
