Description
This combined sources sought/synopsis is for information and planning purposes only. It is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contr acting Agency, Contracting Center of Excellence (CCE), Pentagon, on behalf of Assistant Deputy Under Secretary of Defense (ADUSD for Supply Chain Integration (SCI), intends to procure personnel, equipment, tools, materials, supervision, and other non-perso nal services necessary to perform project management support as a small business set-aside or under full and open competition procedures. Only small businesses are to submit capability paackages. Interested small businesses who are certified and qualifie d as a small business concern in NAICS code 541611 with a size standard of $6.5 Mil. are encouraged to submit their capability package outlining their experience in the following key areas; (1) analytical expertise to understand the metrics governing the s ub-processes involved in the supply chain process; (2) information technology (IT) expertise to develop and maintain database structures and user interfaces that are part of SCI online information tools; (3) analytical and specialized expertise needed to perform projects to improve the setting and sourcing of inventory requirements levels, and (4) a staff for on-site administrative support and a full range of consulting services relevant to supply chain management. Capability packages must be submitted by 23 April 2007, 12:00 PM Eastern Standard Time (EST). If at least two responsible small business concerns are determined by the government to be capable of performing this requirement based on an evaluation of their capabilities packages (limited to 25 pa ges, single sided) the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the government determines that n o small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted, this requirement will be solicited under full and open competition procedures. The type of contract contemplated is a Single Awa rd, Firm Fixed Price. The period of performance is a base period of twelve months and three (3) option years. A preponderance of the work will be done on site, at the Pentagon. The off-site places of performance include, but are not limited to, the contr actors facilities. Contractor personnel will require a current Secret clearance. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. T his will be an electronic solicitation release. No hard copies will be mailed. Interested small businesses may obtain a draft copy of the PWS at the website shown below; reference W91WAW-07-T-0074. A written Request for Quotes (RFQ) will be posted on or about May 3, 2007 for download on the CCE Homepage at: http://dccw.hqda.pentagon.mil/services/RFP1.asp , Click on RFP entitled: Supply Chain Management. No offers are being requested at this time. No paper copies of the solicitation will be issued. All amendments to the solicitation will be posted to this website.
