ALL QUESTIONS REGARDING THIS SOLICITATION SHOULD BE SUBMITTED IN WRITING TO THE FOLLOWING E-MAIL ADDRESS: tact-infrastruct@usace.army.mil. THIS ACQUISITION IS SET-ASIDE FOR SBA REGION VI AND IX HUBZONE SMALL BUSINESS FIRMS ONLY. A set-aside solicitation will be issued with competition limited to eligible certified HUBZone small business firms serviced by or having approved bona fide offices in SBA Regions VI and IX for Design-Build (D-B), Design Bid-Build (D-B-B), and Site-Adapt (SA) project requirements to support the tactical infrastructure development for the Department of Homeland Security/Customs and Border Protection (DHS/CBP) Sector Tu cson, within the general vicinity of the U.S.-Mexico border of the Southwestern Region of the U.S. Typical projects include, but is not limited to, construction and major maintenance/repair of reinforced fencing, vehicle and pedestrian barriers, gates, li ght-compaction patrol roads, heavy paving, bridges, construction access roads, area/spot lighting, high and low voltage electrical distribution, electronics/sensor towers, general site work, and other horizontal construction work. Some incidental engineer ing services related to the construction activities may be required. It is the intent of the Tulsa District to issue one (1) solicitation for award of up to Four (4) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC s). The estimated duration for each contract award will be an initial base period term of twelve (12) months with up to four (4) option period terms of twelve (12) months each, for a maximum contract term not to exceed sixty (60) months. Each contract wi ll remain active: 1) unless the contractor has a documented past performance record of unsatisfactory; 2) until contract expiration; 3) until task order completion; 4) until the total contract capacity limit is reached, or 5) unless the contract is termin ated for convenience of the Government. It is anticipated that any remaining capacity from awarded contracts in the MATOC pool with documented unsatisfactory performance may be distributed among the remaining contractors with a record of satisfactory perf ormance. Each contractor in the MATOC pool has the opportunity to receive task order awards up to the MATOC pool total contract capacity estimated at $180 million. A separate unrestricted set-aside solicitation for MATOC awards in this sector is also bei ng issued. If the HUBZone small business set-aside MATOC awards cannot be achieved, it is the Governments intent to award a single award task order contract to a HUBZone small business set-aside contractor for the maximum capacity the firm is qualified t o execute. The remaining capacity of the HUBZone small business set-aside contract capacity will then be equally distributed amount the successful unrestricted contractors in the unrestricted MATOC pool. Therefore, interested offerors are hereby advised that there is the possibility that the HUBZone small business set-aside MATOC pool total contact capacity may decrease if the HUBZone small business set-aside MATOC awards cannot be achieved. The minimum guarantee for each contract will be $25,000.00. Th e minimum guarantee amount will be applicable to the base period only. Funds above the minimum guarantee will be obligated by the issuance of task orders. The minimum task order limitation will be $3,000.00. The maximum task order limitation will be $8 million. The Government reserves the right to exceed the stated maximum task order limitation. The solicitation will be a negotiated acquisition; there will be no public bid opening. All contracts will be awarded based upon an evaluation of the overall Best Value to the Government. Procurement consideration will be given to technical capability (including specialized experience, past performance, organization and management, key personnel, safety record, quality control, and schedule capability), cost or price, and other salient factors included in the solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is 237310 (Heavy Highway, Street a nd Bridge Construction), which corresponds to SIC 1611. The Small Business Size Standard is $31 million. Plans and specifications will not be provided in a paper hard-copy format. This solicitation will be issued via Internet only. Notification of amen dments shall be made via Internet only, as well. It is, therefore, the contractors responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed af ter the proposal submittal due time and date. Estimated solicitation issue date is on or about April 30, 2007. Proposals are anticipated to be due on or about May 30, 2007. A PRE-PROPOSAL CONFERENCE is tentatively scheduled to be conducted on or about M ay 16, 2007, and is tentatively planned to be held in Phoenix, AZ. Specific details regarding the Pre-Proposal Conference will be provided in the solicitation. For security reasons, this solicitation and all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FedTeDS before accessing the system.
