- THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. The Fleet and Industrial Supply Center, Pearl Harbor, Regional Contracting Department is soliciting information for the purpose of obtaining market research for potential sources that believe they have the comprehensive knowledge, facilities, skills, and capacity to provide Flight Safety Support to the Pacific Missile Range Facility (PMRF) based on the Range Risk Analysis Toolset (RRAT) software codes and unique safety risk analysis capabilities required for performance at PMRF. RRAT?s unique safety risk analysis capabilities include the following: 1)Fully integrated flight safety risk analyses that addresses all phases of all missions regardless of the number of vehicles involved; 2)Real-time analysis and display algorithms consistent with the analysis methodologies; 3)Comprehensive human and structural vulnerability models incorporated in the risk analyses to allow flexibility in supporting operations while assuring adequate protection to the public; and 4)A full suite of range safety support analysis tools addressing not only inert debris hazards but a)explosive debris hazards, b)burning propellant during reentry, c)aircraft risk analysis capabilities, d)toxic risks from both normal vehicles and malfunctioning vehicles, e)distant focusing overpressure risks, and f)sonic booms from support aircraft and missiles. This sources sought notice does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or ultimately award a contract. All information will be considered. This is not an Invitation for Bids (IFB), a Request for Quotations (RFQ) or a Request for Proposals (RFP). The Government will not provide payment for any information provided in response to this notice, nor will the Government return any data provided. All data will be for official Government use only. Respondents will not be notified of the results of the market research. Interested par ties must provide information demonstrating their knowledge, experience and capacity of RRAT. Responses should also include the following: company name, mailing address, telephone and facsimile numbers, business size, and direct points of contact including e-mail addresses. Responses should be sent by electronic mail to marisha.k.catian@navy.mil. Submissions must be received no later than 3:00 p.m. Hawaii Standard Time on 23 April 2007.
