Description
This notice is issued by the NASA/JSC to post a Request for Information via the internet, and solicit responses from industry. This request is for information and planning purposes only, and is intended to allow industry the opportunity to raise NASA?s awareness of applicable industry practice, and to lead to more informed competition decisions. All responses received will be evaluated and considered for inclusion in a resultant action should an action be warranted by NASA. However, NASA makes no commitment to include any particular recommendation into such an action. No solicitation exists; therefore, do not request a copy of the solicitation. NASA invites you to submit a response to this RFI to assist in NASA?s efforts to reduce the administrative costs and burden associated with Cost Plus Award Fee contracts. The objective of this RFI is to request specific comments and suggestions pertaining to the length of the evaluation periods in a service contract. Responses to the following topic are requested: NASA has traditionally performed award fee evaluations every 6 months, determined a score based on performance, and paid the award fee earned. Informal (not scored) evaluations are typically performed at the mid-term of the 6-month period to allow for timely feedback on contractor performance. NASA is reassessing this practice and looking to lengthen the evaluation interval. Assuming monthly provisional fee billing will be authorized and written performance feedback given every three months, what impact, if any, would either of the following scenarios have on your business? 1) One 12-month evaluation period per year 2) Two 6-month evaluation periods in the first contract year and 12-month evaluation periods thereafter Additionally, responses must include the following: name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; and whether they are large, small, small disadvantaged, 8(a), HUB Zone, and/or woman-owned, veteran-owned, or service disabled veteran-owned. All information received in response to this RFI that is marked Proprietary will be handled and protected accordingly. NASA will likely provide Proprietary information to its support service contractors who are under an obligation to keep third-party Proprietary information in confidence. By submitting a response to this RFI, the responder is deemed to have consented to release of Proprietary information to such NASA support service contractors. This RFI does not constitute a commitment, implied or otherwise, that NASA will take procurement action on this matter. Further, neither NASA, nor the Government, will be responsible for any cost incurred in furnishing this information. Respondents will not be notified of the results. All responses to this RFI are due by April 24, 2007, to Ms. Susan Stefanovic by e-mail submittal to: susan.l.stefanovic@nasa.gov. Please reference BT-AFPL-RFI and your company name in any response. Although not preferred, companies may submit electronic copies of their submittal (CD, DVD) via the mail to: NASA Johnson Space Center, Attn: BT/Susan Stefanovic, 2101 NASA Parkway, Houston, TX 77058 An ombudsman has been appointed -- See NASA Specific Note "B".
