- Description
- NASA/KSC plans to issue a Request for Proposal (RFP) for the Construction of a Lightning Protection System for Launch Complex 39B at Kennedy Space Center, FL. The work consists of the fabrication and construction of three 600 foot self-supporting structural steel towers with an overhead catenary wire system and down conductors. The work will include, but is not limited to, driving precast/prestressed concrete piles to depths of approximately 50 feet below grade, installing pile caps, fabricating and erecting self-supporting structural steel towers 600 feet in height, and installing an overhead catenary wire system with associated down conductors. In addition, the work will include fabrication and installation of large structural fiberglass shapes in excess of 90 feet in length, installation of man-lifts, installation of communications equipment, and installation of electrical equipment. The selection of a contractor will be based on a best value trade-off between relevant experience/past performance and price factors. Each offeror shall submit with its proposal a bid bond. The order of magnitude for the procurement is more than $10M and the effort shall be completed within 910 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 237130, and the size standard is $28.5 million respectively. The anticipated release date of the RFP is on or about May 01, 2007 with an anticipated offer closing date of on or about May 31, 2007 The firm date for receipt of bids or proposals will be stated in the RFP. Drawings will be available from the Kennedy Space Center Bid Distribution Office, 321-867-2851. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
