Description
Brookhaven Science Assocuates is seeking competitive proposals (technical and price)from consultants to povide technical expertise and analytical support for integrated energy planning programs at the Brookhaven National Laboratory. The resultant contract for this work will be a 5-year Basic Ordering Agreement (BOA). All work under this BOA will be issued by subsequent task orders, inclusive of Statements of Work. The task orders will include work for all areas described herein. The general description of the scope of work is as follows: The Energy, Environmental and Economics Analysis Group (EEEAG) of Brookhaven National Laboratory (BNL) provides technical expertise and analytical support for integrated energy planning programs. Services include program assessment, policy analysis, energy and water technology assessment, environmental planning, and economic analysis. Current EEEAG clients include several U.S. Department of Energy (DOE) offices, as well as other federal agencies, local governments, foreign countries, and others. In particular, EEEAG is home to the MARKet ALlocation (MARKAL) family of models, developed by Brookhaven National Laboratory (BNL) to support long-term strategic energy planning. In this capacity, EEEAG staff are responsible for maintaining and enhancing several MARKAL model variants for DOE clients, including the U.S. MARKAL national and regional models, and a global MARKAL model, the Energy Technology Perspectives (ETP) model. Past work with DOE has included assistance on The System to Analyze Energy Markets (SAGE) model, an international MARKAL variant. From time to time EEEAG staff requires information related to the electricity sector formulation in the MARKAL model and its several variants. The MARKAL model depends on a carefully considered balance between data aggregation and model structure to accurately portray the behavior of electricity markets. Because of the central role of electricity in the U.S. and world energy markets, it is necessary from time to time to update MARKAL models to reflect new conditions and DOE Program requirements as they relate to the electricity sector. In addition, BNL occasionally has need to obtain data from another DOE model, the National Energy Modeling System (NEMS), in order to carry out certain funded tasks in support of the Government Performance and Results Act (GPRA) benefits analysis for DOE, or for other purposes. The NEMS model is the official DOE U.S. energy model, and the BNL U.S. MARKAL model must be consistent with the information it contains in order to carry out the BNL work for DOE supporting the GPRA analysis To perform the tasks assigned to it by the DOE sponsors on short notice and in a timely manner, BNL/EEEAG seeks expertise from a qualified contractor under a Basic Ordering Agreement to: ? provide specific expertise as requested in the appropriate representation of the electricity sector in MARKAL and its variants, ? assist with the necessary calibration of MARKAL and NEMS by providing the required information from NEMS in the form necessary to operate MARKAL, and ? provide techncial support related to the NEMS model structure and data formulation as requested. The technical proposal must show the consultant's capability (previous and present experience) in fulfulling similar activities described herein. The technical proposal must also show objective evidence of the consultant's current expertise and past experience in all three of the following areas: 1. Extensive understanding of electricity markets and how to represent these markets in the energy system model MARKAL at any level of geographic aggregation. 2. Current and demonstrated past experience with the formulation of the MARKAL model or its variants. 3. Current and demonstrated past experience with the formulation and operation of the NEMS model. In addition, the contractor must demonstrate that he can immediately provide assistance, without a learning curve. Only consultants with experience in the three aformentioned areas will be considered for evaluation. The first task order under this BOA will be for assistance to enhance the formulation of the electricity sector in the U.S. national and regional MARKAL models.
