Description
The National Institute of Allergy and Infectious Diseases is seeking qualified large or small businesses that are capable of supporting the pre-clinical evaluation of therapeutic interventions and topical microbicides for HIV/AIDS, using the simian immuno-deficiency virus (SIV) and simian/human immunodeficiency virus (SHIV) non-human primate animal models. The scope of work to be performed includes: a. Evaluation of therapeutic agents/strategies for the treatment of HIV/AIDS using SIV/SHIV macaque animal models; b. Evaluation of topical microbicides for the prevention of HIV/AIDS using SIV/SHIV macaque animal models; c. Development of novel and improvement of existing SIV/SHIV macaque animal models; and d. In vitro assessment of efficacy and toxicity of therapeutic agents and microbicides in non-human primate and human cells. Proposals will be evaluated to determine that offerors: 1) Demonstrate experience with contracts similar in size and scope to this proposed effort. Contract projects listed may include those entered into by the US Federal Government, agencies of state or local governments, for-profit and non-profit entities; 2) Propose key personnel and document the availability of facilities that demonstrate your organization has the necessary expertise and infrastructure to perform the requirements of the project; and 3) Demonstrate that your organization has the corporate qualifications to plan, initiate, implement, and manage all contract activities. It is anticipated that one to two cost reimbursement, completion type contracts will be awarded, and each will be for a period of five (5) years with two options to extend the contract period up to two (2) additional years. It is estimated that seven (7) full time equivalents (FTE) will be required per year. Any responsible offeror may submit a proposal which will be considered by the Agency. This RFP will be available electronically on/about May 1, 2007, and may be accessed through the NIAID Office of Acquisitions (OA) Home Page at http://www.niaid.nih.gov/contract and through the FedBizOpps http://www.fedbizopps.gov/.
