- The Program Support Center has a requirement for the Office on Women?s Health to select Contractors to provide professional services to develop and implement programs addressing the risks of contracting HIV/AIDS. Collaborating partners also include Substance Abuse and Mental Health Services Administration (SAMHSA) and Administration on Children, Youth and Families (ACYF). The programs shall be specifically designed to serve female survivors of domestic violence. The Contractor shall have experience and knowledge about the domestic violence community. The Contractor shall submit evidence of their work with domestic violence groups. The Contractor shall be knowledgeable about building partnerships and developing coalitions with members of advocacy groups that support women in vulnerable situations. The Contractor shall train their counselors to incorporate HIV/AIDS prevention and intervention strategies and provide HIV/AIDS-related services, in a manner that is sensitive to the unique social and emotional challenges of the survivors. The Contractor shall be responsible for establishing regional-wide meetings with shelter workers and key people that represent nationwide programs, the collaborations must be documented by at least three signed Memorandum of Understanding (MOU) from those organizations. Under this program, the Contractor shall include teaching materials for both group and one-on-one settings. Contractor and participant evaluations shall be provided to the Project Officer after each program/class/event. The Contractor shall also submit progress reports to the Project Officer on a quarterly basis. Historical records of activities shall be included in the progress reports. The historical records should contain objective and unbiased reports of program activities. Constructive criticisms and recommendations for improving future educational outreach endeavors are also expected in the historical records. This requirement is being solicited and awarded under FAR Part 13, Simplified Acquisition Procedures. THIS IS NOT A GRANT. The award will be a contract, i.e. purchase order. The period of performance shall be for a 12 month period from the date of award. The Government anticipates making multiple awards from this solicitation, not to exceed four (4) awards. THIS IS A SMALL BUSINESS SET ASIDE; the North American Industry Classification System (NAICS) code is 624190 and size standard is $6 million. In accordance FAR 5.102(a)(1) the solicitation will be made available electronically on or about 15 days from the date of this publication. Prospective Offerors will be given an opportunity to submit questions prior to submission of proposals. The solicitation and any amendments to the solicitation will be posted on the FedBizOpps web-page. The internet address for downloading the solicitation is http://fedbizopps.gov. Any notification of changes to the solicitation (amendments) will be posted on the internet.
