Reference Special Notice published on 21 June 2006, USA-SNOTE-060621-0005: April 17, 2007The U.S. Army Corps of Engineers has announced the final performance decision is in favor of the Most Efficient Organization for the Information Management/Inf ormation Technology A-76 competition. The new IM/IT operation is expected to save up to $1 billion over the next five years. The competition was initially completed in March 2006, and the Governments Most Efficient Organization (MEO) was selected based on lowest price, technically acceptable. After subsequent protests, the final performance decision is the selection of the MEO. The Corps will sign a Letter of Obligation with the MEO on April 19, 2007 and implementation of the new organization will begin i mmediately following. The MEO organization, Army Corps of Engineers Information Technology (ACE-IT), will have a one-year phase in period, a one year base period, and four one-year option periods. To deliver the full range of IM/IT services, ACE-IT has p artnered with Lockheed-Martin to provide contract support. Lockheed-Martin worked closely with the team that developed the Governments tender under the competition to address contracting needs. The ACE-IT organization will be headquartered in Vicksburg, Miss., with 55 local offices at Corps offices throughout the U.S. For subcontracting possibilities, please contact Mr. Bill Colmer at bill.colmer@usace.army.mil. The competition began in June 2004, and involved work performed by approximately 1300 DOD c ivilian employees and more than 500 contractors at Corps locations throughout the United States. The competition included the following services: (1) automation services and systems support, (2) communications services and systems support, (3) information assurance service and support, (4) record management services and support, (5) printing and publication services, (6) visual information services, and (7) IM/IT Administration and Management.
