Description
The Bureau of Reclamation, Mid-Pacific Region intends to issue an Invitation for Bid for a firm-fixed price construction contract for the Indian Creek Rehabilitation Project. The principal components of the work to be performed under the specifications include the following: Enhance river processes and increase fisheries habitat downstream of Lewiston Dam. Process and haul gravel to multiple locations along the river. Gravel processing requiring a processing and wash plant to be constructed, holding ponds to be created, and haul routes and facilities to be established that will be operated for at least two years. Establish a temporary construction crossing of the Trinity River. This must be done under numerous permitting constraints and the need to maintain full-time access for rafters on the river. Removal of berm and vegetation, floodplain lowering, feathering selected river edges (10:1 slope), and re-vegetation, The Trinity River Restoration Program has defined additional treatment activities for potential implementation within the project that will target enhancement of river processes and creation of juvenile fish rearing habitat. These activities include lowering the floodplain for inundation between 1,500 cubic feet per second (cfs) and 6,000 cfs, excavation of the Indian Creek delta, and development of a high flow side channel just upstream of the mouth of Weaver Creek on the Trinity River. These activities will not only increase fisheries habitat, but are also expected to lower upstream flood elevations. The project purpose and need is to provide increased juvenile salmonid rearing habitat on the mainstream Trinity River and to reduce flow impacts to homes and other human improvements located adjacent to the Trinity River, from implementation of Record of Decision flows. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in dollars is $31.0. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. IAW FAR 19.1305 "HUBZone set-aside procedures" this requirement is restricted to HUBZone small business concerns. Solicitation 07SI200154 will be posted at http://ideasec.nbc.gov on or about May 2. 2007. The estimated date for receipt of bids is June 1, 2007. This requirement will require 100% performance and payment bonds. Details concerning the site visit and how to register will be located in Section L of the solicitation. The solicitation and specifications must be downloaded at http://ideasec.nbc.gov. No paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings. Prospective contractors must be registered prior to award. Lack of registration in the CCR and ORCA database will make an offeror ineligible for award.
