- The U.S. Broadcasting Board of Governors (BBG), Office of Engineering (E) intends to negotiate a sole source contract with Avid Technology, Inc., 1101 Pennsylvania Avenue, NW Suite 600, Washington, DC 20004. Avid will be required to upgrade and expand their existing proprietary video editing system and service contract. The contract with Avid will include design and testing efforts that must be completed within a tight schedule. Avid provides the government with an assured route to suitable technical performance, backward compatibility, and networked digital editing equipment to support increased programming. The contract with Avid is needed because the rapid expansion of programming has outstripped the Voice of America?s (VOA) capacity and technical resources to provide critical video editing support. A contract with Avid is required to avoid any compromise to the Agency?s mission in providing vital information to critical Muslim audiences in the target region in a timely manner. The Government?s determination not to compete this proposed contract, based upon responses to this Public Notice, is solely within the discretion of the Government. Interested firms must submit documentation that is sufficient in detail to allow an evaluation without the need for requesting them to provide additional information of their capability and demonstrated experience in meeting this requirement. BBG must receive all documentation by 2:00 p.m., Eastern Daylight Time (EDT), May 3, 2007.
