- This announcement is modified to make the following changes: 1. The entire United States, including Alaska and Hawaii, will be supported by the resulting contract. Shipments for Alaska and Hawaii can be shipped to the Cargo Consolidation Point at Tracy CA or shipped direct if the successful contractor has filling facilities in those states. 2. All shipments shall be shipped FOB origin with destination inspection and acceptance. 3. Minimum delivery order quantity is one (1) each for all Customer direct locations in the US. The minimum delivery order quantity for shipments to DDRV is one-half of a truckload. --------------------------------------------------------------- Defense Supply Center Richmond will negotiate with responsive and responsive concerns for the establishment of an indefinite quantity contract, with a base period of one year and two, one-year options, for Industrial Gas cylinder filling and refurbishment. The resulting contract will be utilized for transition into the Industrial Gas cylinder filling and refurbishment privatization effort mandated by BRAC 2005. Formal source selection will be utilized to evaluate proposals. Formal proposals will be required from each offeror and various elements listed in the solicitation must be addressed. These elements include a Performance Proposal, a Management Proposal and a Cost/Price Proposal. If the customer has empties to turn in at the time of delivery, exchange NSNs will be ordered by the customer. The solicitation contains a Statement of Work that describes the exact type of work to be performed including cylinder refurbishment. US Government-owned cylinders will be provided to the successful offeror. All material will be shipped FOB destination within the continental United States- minimum order quantity of a truckload-16 pallets of same or mixed gases. These shipments will be delivered to customer locations at forts, bases, posts and depots.
