Description
This notice constitutes a combined synopsis and solicitation as no other solicitation document will be available. Current Qualified Specialists interested in this requirement must submit all of the information required within this notice and any amendments in order to be considered and evaluated for placement on the referenced Qualified Bidders List for future awards. As stated below there are qualification requirements that must be satisfied in order to be considered for evaluation. The U.S. Department of Energy???s (DOE) Industrial Technologies Program has initiated a nationwide effort to help industrial facilities identify opportunities for saving energy, and thereby cut operating costs. To achieve this objective, DOE is sponsoring Energy Savings Assessments (ESAs) in large U.S. industrial plants to be conducted by Energy Savings Assessment Qualified Specialists, herein known as ???ESA Experts???. ESAs will be conducted during calendar year 2007 and 2008 by DOE "Qualified Specialists" that are certified by DOE as ESA Experts and are listed on the DOE Qualified Bidders List for 2007 and 2008. Qualified Specialists are individuals who have satisfied the DOE Specialist Qualification training program requirements, and thus have demonstrated - by passing an examination - that they are proficient in the use of one or more of the DOE industrial systems software tools including AirMaster+ (AM+), Fan System Assessment Tool (FSAT), Process Heating Assessment and Survey Tool (PHAST), Pumping Systems Assessment Tool (PSAT), or the Steam System Assessment Tool Suite (SSAT). ESA Experts are individual ???Qualified Specialists??? who have completed DOE???s ESA Training; one-day Energy Savings Assessment Training session and a one-day ???Lessons Learned??? workshop. The primary objective of the ESA is to identify opportunities for plant staff to improve the efficiency of their compressed air, fan, process heating, pumping, or steam systems. NOTE: The purpose of this announcement is to increase the number of available Qualified Specialists selected for the Qualified Bidders List. Those individuals / organizations already selected and placed on the QBL need not re-submit a response to this announcement. DOE, through this announcement, is soliciting ???Qualified Specialists??? interested in becoming ESA Experts through attending training provided by DOE for certification as ESA Experts. Once certified, DOE will place the ESA Expert on a Qualified Bidders List (QBL) for future procurement opportunities in calendar years 2007 and 2008. Those ESA Experts on the QBL may be considered for individual awards for performing ESA???s as determined by the Government. All current Qualified Specialists interested in being selected for the Qualified Bidders List of ESA Experts must submit a response to this notice and provide the following information for evaluation: a) Evidence of satisfactory completion of the DOE Specialist Qualification training program requirements (i.e. course completion certificate or equivalent), which demonstrates proficiency in the use of one or more of the DOE industrial system assessment tools including AirMaster+ (AM+), Fan System Assessment Tool (FSAT), Process Heating Assessment and Survey Tool (PHAST), Pumping Systems Assessment Tool (PSAT), or the Steam System Assessment Tool Suite (SSAT). This is a Qualification Requirement, and only those Qualified Specialists meeting this criterion will be considered and evaluated further. b) Provide a resume describing the technical qualifications, relevant experience, professional experience, education, background, accomplishments, specific training, studies and other pertinent information relative to the tasks necessary to perform the attached Statement of Work (SOW) for all proposed personnel. Note: this is limited to 5 pages. c) For each resume submitted, provide the number of previous assessments performed using the DOE Assessment Tool and a brief description of energy savings opportunities identified for each assessment. d) A description of past performance involving application of the DOE Assessment Tool(s) in industrial plants. Note: This is limited to no more than 3 references for assessments completed within the last three years. Include the following information for industrial plants where you have applied the DOE Assessment Tool: i. Name of the customer, point of contact and current phone number and email address ii. Brief description of how the DOE Assessment Tool was applied. iii. Brief description of the results obtained using the DOE Assessment Tool. Notice of potential use of Non-Federal Evaluator: Pursuant to Department of Energy Acquisition Regulation (DEAR) 915.207-70(f), the DOE has determined that Non-Federal personnel, including employees of DOE Management and Operating Contractors, may be used in the evaluation of proposals. These Non-Federal personnel, when used in the evaluation, will only be utilized as non-voting members of a technical evaluation committee and provide technical advice and assistance to the evaluators. Evaluation Criteria: All responses to this RFQ will be screened against the Qualification Criterion (Paragraph a above) prior to being evaluated for potential placement on the Qualified Bidders List. All responses received in IIPS that meet the qualification criteria will be evaluated for placement on the Qualified Bidders List according to the following criteria: Criterion 1: Relevant Experience The Offeror???s proposal shall be evaluated on the education, background, accomplishments, certifications or qualifications, specific training, studies and other pertinent information relative to the tasks necessary to perform the Statement of Work Provided. ??? Relevant experience must include demonstrated experience in industrial energy efficiency. All demonstrated experience must include examples or samples of specific facilities, activities, and outcomes. ??? Offeror must demonstrate industrial manufacturing facility energy efficiency assessment work in the associated process area; ??? Offeror must demonstrate use of the DOE tool in an industrial energy efficiency assessment. Offeror must provide a specific example of the tool use through the report write-up or tool output; ??? Offeror must demonstrate independent performance of industrial energy efficiency assessments. Criterion 2: Past Performance and Experience The offeror???s proposal will be evaluated based on the demonstrated performance or results under existing and prior contracts completed in the last three years that are similar in scope to this solicitation; or task orders similar in scope that are currently in progress to ensure the offeror???s proposal adequately reflects the types of effort required for the acquisition objectives. Results include project implementation, energy savings, outputs, activities, outcome, letters of recommendations, etc. If an offeror does not have previous or existing contracts that are similar in scope, the offeror will be evaluated on the information provided on contracts that are dissimilar. Reference sheets provided by each offeror will be used by the evaluation panel in obtaining performance data. In addition, the contractor???s experience will be evaluated in performing projects similar in scope including responsiveness and availability to perform. Past performance reference checks may be conducted with references provided with the offer as well as any other known references. The applicable Statement of Work is provided below as an electronic file available for downloading. All responses to this notice must be received in IIPS by the time and date specified in order to be considered and evaluated for placement on the QBL for 2007 and 2008. The applicable NAICS code is 541690 with a size standard of $6.5 Million. No awards will be made from this announcement; rather selections will be made for placement on the Qualified Bidders List. Future assessments may be considered for awards from those DOE ESA Experts on the Qualified Bidders List for calendar year 2007 and 2008 as determined by Government. Mentoring Program DOE has created a Mentoring Program to facilitate conditionally qualified applicants in obtaining the necessary experience in an industrial setting. The Mentoring Program will pair selected applicants with Senior Energy Experts. The selected applicant will shadow the Energy Expert on one or more Energy Savings Assessments (ESAs). Applicants will not receive compensation from DOE for participating in this Program, but will satisfy the Demonstrated Experience condition such that the applicants will then be qualified to conduct an ESA. DOE assumes no liability or responsibility for applicants when participating in this Program. Interested Qualified Specialists who have not used the tools in an industrial setting or who have not conducted an independent assessment may be selected conditionally. This ???Demonstrated Experience??? condition will require selected applicants to provide documentation demonstrating that the applicant has acquired experience using the tool in an industrial setting within a specified amount of time (i.e. a letter from a facility at which the applicant performed an assessment using the tool, or a letter/email from the DOE ESA Mentor, stating that they have acquired the requisite experience). Until the Demonstrated Experience condition has been satisfied, such conditionally accepted applicants will not be allowed to perform an Energy Savings Assessment (ESA). The Demonstrated Experience condition may be satisfied independently or via DOE???s Mentoring Program. NOTE: All questions related to this notice / requirement and responses hereto must be submitted through the DOE IIPS System. Answers to all pertinent questions will be provided through the IIPS System.
