Description
OJC70132 This is a Combined Solicitation Synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-15 are incorporated Solicitation number 263-007-(DQ)-0129 is being issued as a request for quotation (RFQ). The 100% set aside for small business with a North American Industrial Classification System (NAICS). 541611 This requirement is for Acquisition policy Support Contractor for the National Institutes of Health . The period of performance is one year from date of award. The hours are eight hundred and thirty two (832). The contractor shall provide Acquisition Policy Support services. The contractor shall have the ability to: provide advice in the performance of Acquisition Management Reviews prepare checklists for various types of acquisitions as a tool for the Acquisition Policy Staff in their roles as members of the NIH Board of Contract Awards; review existing Instruction and Information Memoranda (I&Is) and recommend which shall be converted to NIH Manual Chapters and which shall be permanently rescinded;; review the current Acquisition Map and make recommendations for updating it, shall provide advice and assistance on updating the Justification for other than full and open competition .(JOFOC) Desk Guide; participate in any special reviews as required; prepare the annual report on common issues found in the Board of Awards minutes, and shall recommend corrective actions on serious deficiencies; 1 .Knowledge of the missions, roles, functions, organizational structures, and /operations of the HHS, NIH and other entities that govern, interface with and/or influence the acquisition process. 25 points 2. Demonstrated ability to plan, research, analyze, and resolve complex acquisition issues. 25%. 3. . Demonstrated experience with the Federal Acquisition HHS Acquisition Regulations, and NIH policies and procedures and the ability to apply them to all phases of the various NIH acquisition methods. 35 points. 4.
