Description
QJC70134 This is a Combine Solicitation synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-15 are incorporated Solicitation number 263-2007-Q-(DQ)-0127 is being issued as a request for quotation (RFQ). The 100% Set aside for small business with a North American Industrial Classification System (NAICS) 541990 This requirement is for a Scientific Research Writer to support the Office of Communications and Public Liaison (OCPL). The period of performance is one year from the date of award. The hours are five hundred (500). The contractor shall assist and support the Office of Director (OD) with researching, writing , and organizing a variety of speeches, talking points, and other materials for OCPL and the NIH Director. STATEMENT OF WORK The Contractor shall be responsible for researching, writing, and organizing a variety of speeches, talking points, and other materials for OCPL and the NIH Director. Shall perform the full range of planning, research, analysis, synthesis and presentation of information materials that anticipate the Director?s informational needs and are tailored to the interest and knowledge levels of a wide range of audiences; also write speeches, journal articles, book chapters, essays, editorials, and chronicles of NIH-funded research; must prepare talking points for use in formal and informal presentations (including briefing slides and concepts), for the Director and OCPL as part of NIH outreach and public education efforts; work effectively with editors and publishers to ensure that articles are published and will assure materials are clear, accurate and appropriate to the audience?s needs and level of understanding; must posses an extremely broad knowledge in/ of biomedical and behavioral research areas so as to be able to conduct literature searches; to gather new information; to identify topics; and then write or edit either in-depth technical articles or ones understandable by the lay public; must exercise extremely good judgment in interpreting findings, analyzing the information gathered, verifying facts, and drawing conclusions; will need access to, and heavily utilize resources such as the NIH Library's full-text journal service and to all pertinent computer resources within the NIH Office of Communications and Public Liaison and/or NIH Office of the Director, for access to relevant documents and computer programs; ensure that all materials be written in plain language, as required by a June1, 1998 Presidential memorandum on plain language. Invoicing Schedule: The contractor will submit monthly invoices, specifying the number of hours worked on OCPL?s and the NIH Office of the Director's behalf, as well as relevant non-labor costs for such items as travel, telecommunications charges, and mailing costs. Location of Work: The work will be performed at the contractor's office, although frequent trips to the NIH campus in Bethesda will be necessary. Based on the following Technical Evaluation Criteria. 50 % - Previous work experience to alleviate training contractor to NIH policies and procedures to a level of understanding of NIH closed proceedings and ability to maintain confidentiality of scientific discussions. 20% - Knowledge of biomedical and behavioral research areas so as to be able to conduct literature searches; to gather new information; to identify topics, and then write or edit either in-depth technical articles or ones understandable by the lay public. This must include demonstrated ability to write for a full range of audiences from scientists to the general public. 10% - Experience writing speeches, talking points, journal articles, book chapters, essays, editorials, chronicles of NIH-funded research, experience with writing for. 10% - Ph.D or advanced degree in relevant area of science in order to support writing by scientific leadership. 5% - Close proximity to NIH for meetings. 5% - Equipment/Software compatible to NIH equipment/software.
