- Transportation Security Administration Request For Information. Responses due: No later than 4:00 pm EST on May 4, 2007. 1.0 REQUEST FOR INFORMATION 1.1 RFI Objectives: The purpose of this Request for Information (RFI) is to assist the Transportation Security Administration (TSA) in gathering information from Industry regarding capabilities and methodologies that exist for performing air cargo supply chain security inspections/validations/audit services. This RFI is issued solely for market research, planning and information purposes and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. 1.2 Information Being Requested: The government is contemplating the use of third party organizations to perform and validate shipper?s security standards for facilities, procedures and personnel within the air cargo supply chain. 1.3 Details of Information requested: (1) What is the range of the supply chain security standards inspection/validation/audit service or technology that exist in the market? (2) Please describe the workforce that your organization employs to perform these services to include background and training. (3) Please describe the service or technology in which your company offers and/or specializes. (4) Where is your company geographically located? Describe the mobility and footprint of your workforce. (5) What kind of inspection /validation/audit reporting for the supply chain does your workforce support? (6) How is standardization and consistency enforced on the workforce? (7) How would you structure the fees, and the fee range, associated with performing inspection/validation/audits of the supply chain? 2.0 RESPONDING TO THIS RFI 2.1 Instructions for Responding to this RFI: Responses should not exceed twenty (20) pages and should be submitted no later than 4:00pm EST on May 4, 2007 Do not submit unsolicited proposals in response to this RFI, they will not be considered. Companies who submit responses to this RFI may be invited to an industry forum in the future. 2.2 Who May Respond to this RFI: Responses from anyone in industry, government or academia with practical knowledge of certifying by third parties are welcome. 2.3 How to Respond: Responses should be submitted electronically (typically ASCII, MS Word, or WordPerfect format) and should be sent to Benjamin.vanwormer@dhs.gov. Responses to this RFI must be received at TSA no later than 4:00pm EST on May 4, 2007. 2.4 RFI Response Contact: Companies responding to this RFI shall designate a single contact within that company for receipt of all subsequent information regarding this RFI. 2.5 Your RFI response should include: 2.5.1 A cover letter -- the cover letter should include a brief summary of your response, such as indicating to which areas you are responding and must also indicate if supporting documentation is included in your response. B. The response itself, covering any or all of the areas of information requested by this RFI, limited to 20 pages. 2.6 Copyrighted Material: Do not submit proprietary information in response to this RFI. Responses to the RFI will not be returned. Responders are solely responsible for all expense associated with responding to this RFI. 2.7 Questions Regarding this RFI: Any technical questions regarding this RFI should be sent to: benjamin.vanwormer@dhs.gov and to Samantha.gray@dhs.gov.
