- This is a sources sought notice, which constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 1019-731961 and is issued as a request for quotation (RFQ). GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the seller's name or the seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective GSA Schedule AND upon approval from the soliciting Contracting Officer. FOB Destination shall be WASHINGTON, DC 20520 The Department of State requires the following items, Exact Match Only, to the following: LI 001, IMMIX TECHNOLOGY NBD PARTS DELIVERY-POST WTY AND SW SUBS (QTY 1 FOR 12 MONTHS) SERIAL #: 1037465, #CS-S-SSP-NBD-PW, CS-A-NBD-PW, 12, MO; LI 002, IMMIX TECHNOLOGY NBD PARTS DELIVERY-POST WTY AND SW SUBS (QTY 1 FOR 12 MONTHS) SERIAL #: 1037467 #CS-S-SSP-NBD-PW, CS-A-NBD-PW, 12, MO; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. The Office of Acquisition Management (A/LM/AQM), Department of State (DOS), is processing this acquisition at the request of the Bureau of Information Resource Management, Enterprise Operation Centers (IRM/OPS/SIO/EOC). This Justification and Approval (J&A) on a brand name only basis is for the acquisition of NetApp Storage Solutions (Immix Technology). The use of a brand name description is essential to the IRM/EOC?s operational requirements, thereby precluding consideration of the services of another company. IRM/OPS/SIO/ESOC has already implemented the NetApp Enterprise Storage hardware and software, provided by NetApp, which is essential for the ESOC to be able to store large amounts of data to satisfy the customer?s storage solutions. NetApp FAS systems are the industry?s broadest family of compatible storage systems, offering unmatched business agility, superior application uptime, simplicity of management, and low TCO.41 USC 253(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; or 41 USC 253(c)(2), FAR 6.302-2, Unusual and compelling urgency. As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department?s and EOC?s defined requirements as a key component of IRM/OPS/SIO/EOC?s Operational and Security Infrastructure. This request is to renew support services which were provided to our organization in the past. As this is a brand name request, the items requested are required to continue with the existing infrastructure environment and will not function in the manner which we require if it is crossed match with other appliances.
