Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation SAQMPD-07-R-0057 is issued as a request for proposal (RFP). The following provisions and clauses are incorporated into this RFP by reference and are in effect through Federal Acquisition Circular 2005-16, effective March 22, 2007. This requirement is not a small business set aside. No addenda apply to these provisions and clauses. This procurement is not subject to the Defense Priorities and Allocations System (DPAS). The government may award multiple indefinite delivery indefinite quantity contracts to multiple vendors resulting from this solicitation (see below FAR 52.212-2). The period of performance for these IDIQ?s will be for a base year and four one year options. Pricing is to be provided for the base year and the four one year options. FAR 52.212-1, Instructions to Offerors, Commercial Items applies to this acquisition. The associated NAICS code is 813410 and applicable size standard is $6.5. FAR 52.212-2, Evaluation Commercial items is applicable to this procurement. Evaluation?Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are listed in descending order of importance. Technical Capability Past Performance Price Technical and past performance, when combined, are significantly more important than cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items (Nov 2006) with their offer. Clause 52.212-4, Contract Terms and Conditions, Commercial Items is applicable to this acquisition. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vii) of this paragraph in a subcontract for commercial items. Each paper copy shall be submitted in three ring binders containing tabs and dividers. Table of contents, divider tabs, and the standard forms will not count against any applicable page limitations. The page limit for the technical proposal is 40 pages; the cost proposal does not count against the page limit. Cost and technical proposal must be submitted as two separate proposals. Executive Summary Briefly describe important aspects of the proposed internship solution. Include the offeror?s company background and the structure of any joint venture, teaming arrangement, etc. that is being used to satisfy the requirements of the contract. Provide an overview of all support, financial and otherwise, to be provided to the student interns. Tab 2 ? Technical and Management Capability For each contract or task order cited, the following information must be included in order to demonstrate that the organization can meet the requirement: 1. Describe the offeror?s student internship program. 2. Define the eligibility requirements for students to participate in the program. 3. Describe the process for selecting student participants. 4. Describe the financial support provided to student participants. 5. Describe how the offeror manages and coordinates the program, including support services provided to the student participants. Tab 3 ? Organizational Structure and Staffing Offerors shall include the following information about the organization and staff: 1. Provide the organizational structure. 2. Provide the qualifications of key personnel who will be managing the project, including educational background and experience in managing this, or similar programs, for the offeror or other similar provider. Tab 4 ? Past Performance and Experience Offerors shall submit past performance data to demonstrate relevant past performance for all aspects of this project. Submit information on no more than 3 relevant contracts that were completed or awarded within the last three years. Contracts or task orders will be considered relevant if they were similar in size, scope and/or complexity to the requirements. The offeror shall explain how the cited past performance data is relevant to the current contract. For each contract or task order cited by the vendor, the following information shall be included: 1. Contract Number 2. Contract Type 3. Client Name (Federal, State, local government or private) 4. Description of the Contract/Task Order 5. Discussion of Performance 6. Two (2) Points of Contact, telephone number, and e-mail address if possible. Binder for Cost/Price The proposed pricing shall include the following costs to the students, costs to the vendor and costs to the Government. Pricing is to be provided in a manner that demonstrates to the government the composition of the cost such as hourly rate, fringe rate, G&A rate, overhead rate, etc. Evaluation of Proposals The offeror?s technical proposal will be evaluated against the following factors: A. Demonstrated ability to provide highly qualified, diverse candidates. B. Level of financial support provided to the students to enable them to participate in an internship program. C. Past Performance The Government will evaluate the offeror?s prior experience and past performance under similar contracts. Evaluators will rate the past performance of the contractor on contracts/task orders completed or awarded within the last three years that are relevant in size, scope, and/or complexity to this project. Offerors without a record of relevant past performance or for whom information on past performance is not available may not be evaluated favorably or unfavorably on past performance. Evaluation Methodology The award shall be made to the offeror whose proposal represents the best value to the Government, cost or price and other factors considered. The Government will rate each technical evaluation factor as being Exceptional, Acceptable, Marginal or Unacceptable. EXCEPTIONAL - Exceeds specified performance or capability in a beneficial way, and has no significant weakness. ACCEPTABLE - Meets evaluation standards and any weaknesses are readily correctable. MARGINAL - Fails to meet evaluation standards; however, any significant deficiencies are correctable. UNACCEPTABLE ? Fails to meet a minimum requirement of the solicitation and the deficiency is uncorrectable without a major revision of the proposal.
