Description
This is a Sources Sought announcement and is for informational purposes only. Please use the following reference number when responding to this announcement: W91ZLK-0407-DOIM. THIS IS NOT A REQUEST FOR PROPOSALS. The Directorate Of Information Mana gement (DOIM) located at Aberdeen Proving Ground, MD is requesting information on availability of services for the following TWO different positions/requirements: (1) SINGLE DOIM PROJECT MANAGER and (2) BRAC INTEGRATION MANAGER. Summary/requirements of e ach position are listed below: 1.0 Single DOIM Project Manager Summary: Single DOIM Project Manager shall manage the transition to Single DOIM Support for Army Tenants at Aberdeen Proving Ground in accordance with the Single DOIM Action Plan. POSITION OBJECTIVE: The APG Installation Information Management Center (Single DOIM ) will serve as the single service provider responsible for common IT services for all organizations on APG by exercising oversight and management while recognizing unique mission requirements. At end state of implementation all users will be assured of h igh quality, flexible, and adaptive services with minimal disruption and maximum transparency. This effort involves planning and managing the transition of IT personnel, equipment and facilities of approximately 40 tenant activities to a single IT service provider for the Installation. POSITION RESPONSIBILITIES AND REQUIREMENTS: Responsible for management, oversight and execution of the Single DOIM Project and must possess strong project management skills and experience. Requires strong communication ski lls, will prepare and present informational and decision briefings to customers and senior leadership at Aberdeen Proving Ground (APG), Higher Headquarters and DA level. Responsible for developing a marketing plan for the Single DOIM. Will integrate/sychr onize and assimilate requirements and outcomes with other critical Directorate of Information Management (DOIM) initiatives like Base Realignment and Closure (BRAC), Installation Information Infrastructure Modernization Program (I3MP), ongoing operations, and Army enterprise initiatives. Should have good understanding of the mission of an Army DOIM and familiarity with APG and it's tenancy. Also requires familiarity with the Army's strategy for netcentricity IAW the Army CIO/G6 500 Day Plan. Additionally experience or background in contracting or manpower desired. Overall, requiring a Seasoned Project Manager with detailed experience in projects of similiar size and material in scope. NOTE: Certification in PROJECT MANAGEMENT is required. 2. BRAC Integration Manager Summary: As systems integrator providing network archetecture IT support for BRAC INTEGRATION MANAGER in accordance with the following: As Integration Manager working with ISEC-BRAC, ISEC-I3MP, APM LMR, Single DOIM PM, DOIM, BTO, NETCOM, and COE, candidate must (a) Develop/finalize 1-N IT Requirements List, identify any missing data, and validate that all requirements (high level) have been identified. Package the 1-N list in a briefing to all stakeholders for vetting and final approval. Identify potential bill-pa yers; (b) Develop a master project plan/transition timeline that addresses the acquisition cycle and key decision points required to satisfy the 1-N list of requirements; (c) Baseline the existing environment; (d) Baseline the environments of the incomin g/outgoing tenants; (e) Develop a high level interim and future state architecture. Document the existing baseline architecture; (f) Develop a transition plan for attaining the interim and future state, to include not only the IT requirements but manpow er and target process change requirements. These efforts must consider: Current state, BRAC incoming and outgoing IT requirements, I3MP efforts, Single DOIM requirements and transition strategy, and Army enterprise initiatives such as APCs and associated services, thin client, etc. 3.0 More Information: (a) CONFLICT OF INTEREST: To avoid a possible conflict of interest, it is understood that whenever it is required to supply specifications and/or recommendations that will substantially affect future procurements, said contractor and any affiliated compan ies WILL NOT be allowed to participate in such procurement as either a prime or subcontractor for a period of 2 years after the Government acceptance of said specifications and/or recommendations. In addition, contractor shall not perform service involvin g an item manufactured by the offeror or its affiliated companies. (b) SECURITY: At a minimum, proof of an interim Secret clearance will be required (for both positions). (c) PERIOD OF PERFORMANCE for both positions: 9 months (d) DUTY LOCATION for both positions: U.S. Army, Directorate of Information Management (DOIM), Aberdeen Proving Ground, MD 21005. (e) GENERAL INFO: Active registration in the Central Contractor Registration (CCR) database is mandatory. Companies capable of providing this service are encouraged to respond. Please provide company name, points of contact, a brief statement of capabil ities and also indicate if you have candidates for both positions or just one position. Please ensure that PM Certification exists for Single DOIM PM candidate and that candidates experience is recent and relevent to above mentioned position requirement s. Please provide a brief resume/description showing candidates capabilities and certifications. Indicate corporate background with business size and type.
