- The closing date of 20 April 2007 at 0800 hrs est, local time remains unchanged. However, as an alternate to the instructions set forth in the solicitation, the government will accept all timely offers electronically submitted via email to Courtney.Barnes2@pica.army.mil <mailto:Courtney.Barnes2@pica.army.mil> , received by the above closing date. If electronically transmitted proposals are received by the government by the designated time and date specified, the hard copies of that proposal must be received by the government, at the address set forth in the solicitation for receipt of proposals, no later than 1630 hrs est on 25 April 2007. The hard copies must be an exact duplicate of the electronically transmitted proposal. Proposals, whose timely electronic submittal is not followed by a timely hard copy submittal which is an exact duplicate of the electronically transmitted proposal, will be considered a late offer in accordance with FAR 15.208. Electronically submitted proposals are restricted in size per email. Each email shall be no larger than 15 megabytes. However, multiple emails per proposal is acceptable. All file extensions of ???.ZIP??? formatted files attached to email transmissions must be replaced by the file extension ???.ZIP-1???. Failure to do so will cause their email attachments with extensions of .zip to be stripped of those attachments by government firewalls.
