- Description
- The proposed contractual action will be a five year, firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) maintenance and overhaul contract with a minimum quantity of 35 and a maximum quantity of 2165. The maximum quantity includes 20% f or FMS. The contractor shall furnish all depot level labor, facilities, tools, test equipment and materials for the overhaul of the items. Authority cited is 10 U.S.C. 2304(c)(1) FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy this Agency's Requirement. There is no DMWR for this item, therefore, Honeywell ASCA, Inc., (cage 07217), Mississauga, ON is the only source. Only Honeywell ASCA, Inc. has the capacity and the required test equipment to perform this effort. This overhaul shall be accomplished in accordance with the contractor's specifications as well as with the applicable AMCOM Engineering Directives (AEDs) and Maintenance Engineering Orders (MEOs). The drawings, test standards and software required to fac ilitate this overhaul is proprietary to the Original Equipment Manufacturer (OEM) and is not available or obtainable for purposes of this requirement. Any competing contractor could not perform the test requirements or be familiar with the total test proc esses, design parameters, etc., for the requirement listed above. This requirement is not a Critical Safety Item (CSI). The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, t he solicitation will not close prior to the closing date stated above. Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies. No telephone requests for the solicitation will be accepted. Reque sts for the solicitation will be data faxed or by mail ONLY. This requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation.
