- The U.S. Army Corps of Engineers, New Orleans District (MVN) intends to issue request for proposal (RFP) W912P8-07-R-0082 for sediment sampling and analysis. The RFP will be set aside to 100% small business concerns utilizing NAICS code 541990, stan dard size of $6.5M. The contract would include developing a field sampling plan, safety plan, and a quality assurance project plan to include sediment and water sampling, physical analyses of sediments, chemical analyses of sediment, water, elutriate, and tissue samples, water column toxicity tests, benthic toxicity tests/solid phase toxicity bioassays, and bioaccumulation tests of the Mississippi River, Southwest Pass, Louisiana. The Contractor for this work must be accredited by the National Environment al Laboratory Accreditation Program (NELAP). A firm fixed price contract will be awarded to the responsible firm whose proposal conforms to the solicitation and is determined the Best Value to the Government. Proposal will be evaluated against the contractors 1) technical capability, 2) past perf ormance, and 3) price. Evaluation factors 1) and 2) when combined are significantly more important than factor 3). The solicitation will be available by electronic media only. There will be no copies of this solicitation issued. Amendments will be posted on the Federal Business Opportunities website for downloading. This will be the only method of distribution; ther efore, it is the offeror(s) responsibility to check the website periodically for any amendments to this solicitation. Offeror(s) must be successfully registered in the Contractors Central Registration (CCR) database, http://www.ccr.gov, in order to parti cipate in this procurement. The solicitation issue date is on or about 19 April 2007. The closing date for receipt of proposals is 3 May 2007, 11:00 a.m. local time.
