Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RMK0E070029, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations, revised as of October 1, 2006. The North American Industry classification (NAICS) code is 611710 and the business size maximum is $6.5 Million. The proposed contract is a Total Small Business Set Aside. All small businesses shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the small business (prime). All small businesses shall comply with FAR 52.219-14 Limitations on Subcontracting. All responsible small business sources may submit a quote, which will be considered by the Government. This office is requesting quotes on the following items: 001: Provide all supplies, materials, travel and personnel to review, analyze, and rewrite the Eligibility document into a format consistent with a Policy and Procedure Manual to align with IDEA and to provide technical assistance and training for implementation in accordance with the Scope of Work. The quantity is 1 and the unit is Lump Sum. Please provide a breakdown of your costs, which shall include an estimate for your travel costs which shall be reimbursed at the actual travel costs in accordance with the Federal Travel Regulations. 002: Provide all supplies, materials, travel and personnel to review, analyze, and rewrite the Coordinated Services Plan and to provide technical assistance and training for implementation in accordance with the Scope of Work. The quantity is 1 and the unit is Lump Sum. Please provide a breakdown of your costs, which shall include an estimate for your travel costs which shall be reimbursed at the actual travel costs in accordance with the Federal Travel Regulations. The Period of Performance (POP) shall be from date of award to May 30, 2008. All work shall be performed in accordance with the Scope of Work. SCOPE OF WORK. Objective 1 - Revise the Bureau of Indian Education Special Education Policies and Procedures to align with IDEA 2004 and provide technical assistance for implementation. Objective 2 - Revise the Coordinated Services Plan (CSP) and provide technical assistance for implementation. Objective 1: The Contractor, with consultation from the Bureau of Indian Education (BIE), Division of Performance and Accountability (DPA) will revise and rewrite the Special Education Policies and Procedures (formerly known as the Eligibility Document) compliant with the new statute and regulations of P.L. l08-446, the Individuals with Disabilities Education Improvement Act (IDEIA) 2004; and from that document, produce a template for local school use. Upon selection of the contractor, the Policies and Procedures document must be completed by September 30, 2007 and the implementation training by December 31, 2007. Task 1A Revise the 2003 Eligibility Document into a draft Policy and Procedure format to align with IDEA 2004, which will be presented for consultation before finalizing. Task 1B Assist the BIE in presenting the draft Policies and Procedures at 3 regional consultations through the public hearings process. This process is required by states when adopting new policies and procedures needed to comply with Part B. Task 1C With input from the consultation process, the contractor will produce a final version of the Policies and Procedures for the BIE, from which a template will be completed for local school use. Task 1D Provide a total of 6 days of training and technical assistance in the Policies and Procedures and implementation of the template. The training will be provided to the line offices and schools through three regional sessions, two days each. Objective 2: The contractor, with consultation from the DPA, will revise the CSP, and provide the necessary training and technical assistance for implementation and review. The CSP is a written plan for coordination of services from tribes, IHS, local, state and Federal agencies for all Indian children with disabilities residing on or near reservations as mandated under P.L. 108-446, IDEA 2004. Upon selection of the contractor, the document must be completed by December 31, 2007, and the implementation training by April 30, 2008. Task 2A ? Data Gathering and Analysis. 1. Review existing CSP and determine where changes or up-dates are required based on PL 108-446. 2. Develop a plan for data collection for review by DPA, to include needs assessment from DPA, Line Offices, and schools. 3. With input from the DPA, facilitate three focus groups representing the various agencies from the 2002 CSP, for analysis of data gathered, via teleconference or on-site meetings. Task 2 B ? Produce the Plan. 1. Based on the analysis of appropriate data and consultation with DPA, the contractor will produce an updated and revised CSP document. 2. Included in the CSP, is the current Memorandum of Understanding (MOU) with Indian Health Service (IHS), a required component of the CSP, which will be reviewed by the contractor and modified as needed. Task 2 C ? Training. 1. The contractor will provide a total of 10 days of training to appropriate staff from DPA, the BIE Special Education Advisory Board, and the Education Line Offices, schools and outside agencies, on the implementation of the CSP and MOU. 2. The contractor will assist in updating and developing training materials for the MOU with IHS as well as a template for local Memorandums of Agreements (MOA) for local school use in their implementation efforts of the MOU. Timeframe: Task 1A, 1B, 1C, To be completed by September 30, 2007. Task 1D, To be completed by December 31, 2007. Task 2A, 2B, To be completed by December 31, 2007. Task 2C. To be completed by April 30, 2008. Evaluation: The contractor will submit monthly progress reports, via conference calls or on site visits, with a draft of work in progress to the COR at DPA. Required Qualifications of the Expert Provider: The contractor shall have: 1. Knowledge, experience, and educational background of P.L. 108-446, IDEIA and P.L. 107-110, No Child Left Behind (NCLB). 2. Experience in the provision of technical assistance, training, product development and consultation to tribes, BIE, DPA (formerly the DCMA), and BIE Education Line Offices. 3. Knowledge of the BIE organizational structure and P.L. 100-297, Tribally Controlled Community Schools Act. 4. Knowledge of the Indian Health Service organizational structure and function. 5. Experience in developing special education policies and procedures designed as regulatory guidance for schools servicing Native American children. 6. Ability to do extensive travel to Native American communities to address the tasks within the work scope. 7. Evidence that they have experience working with a minimum of 20 states in which Bureau funded schools are located. 8. Experience working with University Centers on Disabilities and Parent Training Centers. Deliverables: 1. A completed Policy and Procedures document for the BIE for their review ; 2. A template for school use to develop their Policies and Procedures in concurrence with the BIE?s document; 3. A completed Coordinated Services Plan to include a modified (if needed) Memorandum of Understanding with Indian Health Service; 4. A template for a Memorandum of Agreement to be used at the school level in conjunction with the MOU. 5. Documentation from training Activities: Materials, evaluations and data from the training sessions. The Offeror shall provide the lump sum cost with a breakdown of their cost to provide this service and respond to the Evaluation Factors delineated at the end of this synopsis.
