Description
The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for one Thermal Imaging Hand-Held Camera. This notice is a combined synopsis/solicitation for commercial item prepared under the authority of FAR 13 and Subpart 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 and 212-2 apply. FAR 52.212-4 and 212-5 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/ In accordance with FAR 19.5, this acquisition is under NACIS code 334220 Video Camera (Except for household type) The Thermal Imaging hand-Held Camera shall meet the following minimum requirements: The camera shall be radiometric and utilize an uncooled microbolometer focal plane array detector. The thermal sensitivity of this instrument shall be no more than 0.09?aC at 30?aC. The camera shall be calibrated for a temperature range of 0?aC to 600?aC and have an accuracy of +/-2?aC. The standard optics shall be a minimum of 20mm f/0.8 germanium lens with a field of view of at least 23?a horizontal and 17?a vertical, with a minimum of 320 x 240 focal array. The spatial resolution shall be at least 2.6 mrad IFOV with a 0.15 minimum focus. The display shall feature 5? sunlight readable color display. The display shall be high-resolution with a minimum pixel array of 320 x 240. On-screen indicators shall include status of battery, target emissivity, background temperature and a real-time clock. The camera must feature a minimum of 8 unique color palettes. At a minimum, the camera shall include four measurement modes, movable point, center point, center box and above/below color alarm. A hot/cold cursor shall identify the hottest and coldest pixel on a target area. An emissive correction must be available and based on user input, variable from 0.1 to 1.0. The camera shall have a minimum of 512MB compact flash card to store and recall images. These images must be exportable to JPEG, TIFF and BMP file formats. Analysis software must accompany the camera and allow the user to fully analyze all temperature data. The unit shall include technology, which captures a separate visible light (digital) and separate infrared image simultaneously. The display must be capable of displaying both the visible and infrared images simultaneously in a synchronized form so that the images are coordinated. The operator must be able to select the vertical separation line location on the screen where the image changes from visible to infrared. A Picture in Picture mode is required where the base picture is the visible light image and the reduced image in the Picture in Picture window is the infrared image. The camera shall be powered by a battery capable of providing a minimum of 2 hours of continuous operation. This battery shall be rechargeable and field replaceable. To conserve battery power, an automatic shutdown and sleep mode must be available and be user specified. A second or spare battery shall be provided. Thermal Imaging Camera shall include: ? a 180-degree articulating lens joint, ? heavy duty carrying case, ? operation manual, ? shoulder strap, ? video output and accompanying cable, ? USB card reader, ? battery charger and PCMCIA adapter. The camera shall be able to acquire an image at user specified time periods and at user defined temperatures when left unattended. . Standard commercial warranty of no less then 12 months is required. Quotations will be evaluated based on the following factors: Technical, Price, Delivery, and Past Performance. All factors are of equal importance. Technical: please provide commercial brochures/literature for the camera, and/or other information sufficient to show how the product meets all of the Government?s minimum technical requirements/specifications as provided herein . In addition provide a copy of the standard commercial warranty terms and conditions which illustrates that at least a one year warranty is being provided. Price: please provide a per unit price quotation including all discounts which may be applicable. Pricing shall include FOB destination terms to NAWCAD, Patuxent River MD 20670. Delivery: please specify a date for delivery of all items after receipt of a written purchase/delivery order. Past Performance factor: please provide a copy of three prior contract or purchase orders; for recent, same or similar products sold to other customers. Include a point of contact and phone number for each contract/purchase order record provided. The Government reserves the right to obtain Past Performance information from any source. All quotations shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items.
