- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following items: Installation of six uni-axial strain gages on each of twenty stainless steel tubes (as provided by NAWCWD). This requirement is sole sourced to Larry Shull, based on his unique capabilities. He is the founder of Strain Gage Advice, Inc. He is an internationally recognized expert in strain gages. He has served as president of the Western Regional Strain Gage Committee and lectured in classes provided by various professional and technical educational services. Lawrence Shull has been active in the field of strain gage instrumentation for over thirty years while employed with various aerospace companies as well as the federal government. Any firms believing that they can provide the Installation of six uni-axial strain gages, may submit a written response to be received at the Contracting Office no later than 5 day s after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the service without causing programmatic hardship.
