Description
Expeditionary Shelter System ? General Purpose Marine Corps Systems Command (MARCORSYSCOM) wishes to acquire a better knowledge and understanding of industry?s capabilities and availabilities regarding soft shelters (tents) for possible use in support of Marine Corps operations United States Marine Corps field forces. This program is referred to as the Expeditionary Shelter System (ESS). Its mission is to provide environmental protection for the United States Marine Corps? field forces during the entire spectrum of military operations. The system?s infrastructure must be of an expeditionary nature; lightweight yet durable enough to last the duration of the conflict. MARCORSYSCOM is interested in obtaining information on systems currently available, which meet the most desirable features outlined below. Usable Floor Space. With a minimum interior peak height of 7? feet, the minimum interior usable floor space shall be 600 to 650 square feet of un-encumbered area (no center poles). Tents approaching the 650 square feet limit are most advantageous to the Government. Width. The distance between any two opposite walls shall be no less than 18 feet. System Weight. The weight shall not exceed 820 pounds (including all shelter components and special tools; (i.e. push poles, compressors, etc.). Lighter systems are most advantageous to the Government. Packaged Dimensions. Capable of transport via ISO containers (quadcons and larger), air-mobility command prime mission aircraft, and the USMC tactical ground vehicle fleet (i.e., 5 ton-truck, MTVR, etc). Smaller packed dimensions are most advantageous to the Government. Under Canopy Time. No longer than 10 minutes with no more than 8 Marines. Quicker Under Canopy Times using as few Marines as possible are most advantageous to the Government. ?Under Canopy? is defined as self-standing status providing shelter where mission operations can begin moving into the ESS while the remaining erection steps (such as, but not limited to, staking and wind lining) are being completed to bring the shelter to full operational capability. Strike Time. No longer than 5 man-hours with no more than 8 Marines. Quicker Strike Times using as few Marines as possible are most advantageous to the Government. Strike time is defined as the time it takes to return a fully operational system to its transport container (on the ground) ready for transport. All vendors, having products they believe adequately address the Marine Corps shelter characteristics, are requested to submit three copies of related brochures, descriptions, or other documentation. These shelters must be Berry Amendment compliant (10 U.S.C. 2533a). Most important, vendors are required to submit any and all test data and test reports showing independent (preferably Government) evaluation of their shelter systems that meet the requirements of the ESS salient characteristics. Responses should include statements and independent test data that demonstrate how their products satisfy the Marine Corps? most desirable features. Written responses are to be received by 2:00 p.m. (Eastern Time), 2 May 2007. No telephonic responses will be considered. Submitted information will not be returned. This is not a request for proposal or quotation. No solicitation document exists. This is not to be construed as a commitment by the Government to procure these items, nor does the Marine Corps intend to award on the basis of this sources sought/market research or otherwise pay for the information requested. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of submission of responses to this RFI.
