The U.S. Environmental Protection Agency (EPA), Office of Water (OW), Office of Wetlands, Oceans, and Watersheds (OWOW), Assessment and Watershed Protection Division (AWPD) has a requirement for certain types of support services. It is the EPA's intent to make a single, small business set aside, award from this solicitation. This contract will support AWPD's mission to aid States, Territories and authorized Tribes in developing methods to determine water quality, to identify impaired water bodies, and to advance the protection and restoration of the nation's watersheds and waterbodies through the use of point and nonpoint source pollution controls, water quality monitoring, and development of tools for ecosystem restoration. The successful contractor must be capable of providing technical support for national surveys of water quality. Major support activities will also include: (1) other technical, logistical, and administrative support for water quality monitoring and assessments; (2) technical support in the application of spatial data and spatial analysis technologies including Geographic Information Systems (GIS); (3) technical, logistical, and administrative support to identify, collect, and evaluate economic analyses of TMDLs; and (4) technical, logistical and administrative support for meetings, workshops and training on water quality technical and monitoring components. The EPA anticipates award of a single cost plus fixed fee, level of effort contract with a base year and four option years. The total number of required manhours is estimated to be 150,000 hours over the five year contract. All responsible and qualified small business sources who submit a proposal will be considered for award by the EPA. Questions and suggestions may be e-mailed to makepeace.richard@epa.gov.
