Description
Joint Contracting Command Iraq/Afghanistan on behalf of the Gulf Regional Division (GRD) Reconstruction Logistics intends to solicit for continued operations of two strategically located Wholesale Distribution Center Warehousing and Staging Area facilities; one located within the vicinity of Baghdad North/Abu Guraib and one located within the vicinity of the Port of Umm Qasr, both having satellite locations; for the receipt, accounting, cross-docking, re-packaging, re-shipping, and re-distribution of material with minimal warehousing operations within reasonable cost. Secondarily, this proposed contract shall provide the capability to facilitate the management and physical responsibility to maintain site operations, security, management, facilities/equipment maintenance, life support, and secure transportation requirements for the movement of materiel from the Wholesale Distribution Center Warehouse and Staging Area to receiving retails distribution centers or end users. Additionally, subject services may be used to move materiel for projects supporting U.S. military forces, coalition and/or multinational forces, and other governmental/non-governmental agencies. Each of the two warehouse facilities will require the necessary maintenance to ensure the facilities are operated in an efficient and effective manner that is conducive to perform tactical, operational, and strategic level logistics. Site management and operations will require the need to facilitate interior security, which will be performed by an independent contractor, of associated facilities, any auxiliary sites, and all materiel under control of the contractor in order to ensure that equipment, supplies, and materiel can be held in a fully accountable, short-term, transient status pending redistribution to its final destination. As part of the overall concept of operations, the Contractor will be responsible for providing or coordinating secure transportation services which include but will not be limited to moving equipment, supplies, and materiel using all types of consignments ranging from local less-than-truck-load moves to long hauls involving multiple truck loads. A draft PWS is attached. Offerors may provide comments on the draft Performance Work Statement and a capability statement to the JCCI/A no later than 31 December 2006.
