- In accordance with FAR 5.202(12) a synopsis is not required when a proposed contract action is by a Defense agency and the proposed contract action will be made and performed outside the United States and its outlying areas, and only local sources will be solicited. In order to promote and maximize local contractor participation, a solicitation shall be posted to this site no later than 8 Mar 07. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (07-MAR-2007).
