- The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) is seeking sources capable of preparing pasteurized liquid whole egg product proficiency test (PT) samples that are uninoculated or inoculated with non-salmonellae and/or Salmonella. The Contractor shall be responsible for shipping these samples to laboratories in the USDA, FSIS, Lab Quality Assurance Division (LQAD), Pasteurized Egg Product Recognized Laboratory (PEPRLab) Program (these labs are located nationwide). The samples shall be used to evaluate the proficiency of these laboratories in the analysis of Agency surveillance-sample egg products for Salmonella. Approximately 50 laboratories are expected to participate in this program. The number of laboratories will vary, with the addition of new laboratories or the withdrawal of laboratories already in the Program. The Contractor shall be responsible for fulfilling egg program PT sample preparation and shipment needs. The testing is expected to follow a semiannual schedule in February and August of each year. The Contractor shall also be accredited to ISO Guide 43-1: Proficiency testing by interlaboratory comparisons ? Part 1: Development and operations of proficiency testing schemes; and Part 2: Selection and use of proficiency testing schemes by laboratory accreditation bodies. Contractor shall follow appropriate requirements for "Good Laboratory Practice Standards for Nonclinical Laboratory Studies" as specified in the Food and Drug Administration Code of Federal Regulation (CFR), 21 CFR, Part 58. The potential suppliers will need to describe in general terms the process that they will use to fulfill the agencies need. Respondents are also asked to provide information in regards to the accreditation requirement. Respondents are asked to identify their business size in their response to this sources sought synopsis. The NAICS Code associated with this notice is 541380 and the size standard is $11.0M. This notice is not a request for proposals and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of the evaluation of the information they provide. No contract award will be made on the basis of responses received; however, the information will be used in FSIS?s assessment of capable sources. Responses should be submitted by May 9, 2007.
