- Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NB861020-7-03801mac is issued as a request for quotation. This solicitation is set aside exclusively for small business concerns. The North American Industry Classification Code (NAICS) is 541330. The National Institute of Standards and Technology has a requirement for technical support services described below. The Performance Work Statement is as follows: Performance Work Statement Introduction The National Institute of Standards and Technology (NIST) is the Chair of the U.S.-Side of the U.S.-Japan Panel on Wind and Seismic Effects. The Panel is part of the U.S.-Japan Cooperative Program on Natural Resources (UJNR) and was established in 1969. The Panel provides a vehicle for the exchange of technical data and information on the design and construction of buildings and infrastructure to resist extreme loads caused by earthquakes, wind, tsunami, and storm surge, exchange of data on high wind and seismic records, and to collaborate on research for the mutual benefit of both countries. The Panel meets on an annual basis, alternating between the U.S. and Japan. The 39th Joint Panel Meeting will be hosted by the Japan-Side at the National Institute for Land and Infrastructure Management in Tsukuba, Japan. The following statement of work is for the organization and planning of the of the U.S.-Side participation in the technical meeting, planning of the technical site visits that will follow the meeting, and for preparation of U.S.-Side or the NIST materials for inclusion in the proceedings of the technical meeting for publication. Statement of Work Task 1: Plan the 39th Joint Meeting of the Panel on Wind and Seismic Effects, May 2007. Activity A. The contractor shall do the planning the 39th Joint Panel Meeting at NIST and shall be present at the meeting. The planning will be based on the Resolutions adopted at the 38th meeting of the US-Japan Panel on Wind and Seismic Effects. The Tasks include : ? Prepare for, conduct, and develop highlights of two US-side Panel Domestic Meetings: identify the themes, technical sessions, and authors for the U.S.-side technical papers. ? Prepare and disseminate the bi-monthly eNewsletter, Panel Update adopted at the 36th Joint Panel Meeting. ? Work with the Japan-side to develop the Panel?s May 2007 Technical Meeting Agenda. ? Develop Guidelines and a template for preparing Panel Manuscripts; distribute them to U.S. and Japan-side Members with manuscript due date to NIST. Include example in the Guidelines. ? Prepare guidelines for Panel Members Biographical Sketch based on information provided by US and Japanese Panel Members. ? Develop Individual Task Committee (TC) Reports. Working with the US and Japan-sides Chairs produce draft reports for discussion at the Panel Meeting. ? Develop, in cooperation with the Japan- and U.S.-Side leadership, the draft Panel Resolutions for discussion and adoption at the May 2007 meeting. ? Review each manuscript for format and content. Assure all NIST authored manuscripts are WERB reviewed and approved. Assemble all manuscripts following the agenda?s themes into a package for NIST?s Printing and Duplicating Unit to photocopy as Pre-Proceedings that will be used by the members during their Panel Meeting. ? Assemble Directory and coordinate photocopying with NIST?s Printing and Duplicating Unit. Follow past formats for receiving NIST approvals. Activity B. The contractor shall make Final Arrangements for Conducting the 39th Joint Panel Meeting and Prepare Materials for Panel Proceedings. ? Perform last minute details involved in preparing handouts, technical presentations, compiling the reports from the Panel Meeting, and technical site visits. ? Participate in the 39th Joint Panel Meeting and the Technical Site Visits. ? Develop report of the Panel Meeting and Technical Site Visits -- to be included in Proceedings. PERFORMANCE REQUIREMENT SUMMARY Desired Output Required Service Performance Standard Monitoring Method What do we want to accomplish as the end result of this requirement? What task must be accomplished to give us the desired result? What should the standards for completeness, reliability, accuracy, timeliness, and quality? How will we measure performance How will we determine that success has been achieved? The contractor shall complete all planning and organization necessary for the successful U.S.-Side participation in the 39th Joint Meeting of the U.S.-Japan Panel on Wind and Seismic Effects. The Contractor shall complete all planning and make all necessary arrangements for the 39th Joint Panel meeting; provide necessary input to the Japan-side for planning the Technical Site Visits; and prepare materials for inclusion in the proceedings of the meeting for publication. The contractor shall prepare the final agenda for the technical meeting and site visits; identify and obtain all papers to be presented during the technical meeting for publication in the proceedings; prepare the proceedings for publication to include papers, reports of task committees, meeting agenda, site visit reports, rosters with contact information for both the U.S.- and Japan-side panels. Success will be determined by completion of the agenda for the technical meeting, including making all arrangement needed for evening activities; completing all arrangements for the technical site visits, including identify host agencies for each site; and assembly of the proceedings for publication. Government Furnished Equipment The contractor will perform the tasks described herein on the NIST Campus and in Japan. NIST will provide a desk, computer, and telephone for use by the contractor in the performance of this effort. Period of Performance - The period of performance is expected to begin on or about May 3, 2007 through October 31, 2007. Price Quote ? To be considered responsive, the quotter shall submit the best potential fixed price for the effort described. The quote shall include the amount $5000 for travel which will be reimbursable. The resulting purchase order shall be on a firm fixed price basis for with payments based upon completion and acceptance of the activities and delivery schedule. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-14. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and there is no addenda to this provision; FAR 52,212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel; FAR 52.227-14, Rights in Data - General. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. Interested contractors are invited to provide an electronic response to be received no later than April 29, 2007. A written original and two hard copies are to follow and shall be addressed to Mr. Mario Checchia, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Stop 1640Gaithersburg, Maryland 20899-1640, mario.checchia@nist.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to eight(8) single sided pages. Submit quotes arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance, which includes relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance; Section III - Price, firm fixed price for the required technical consulting services. Each firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the quotter to confirm NIST's receipt of quote.
