Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT. PURPOSE OF CONTRACT IS TO NEGOTIATE WITH PORTLAND STATE UNIVERSITY, DEPARTMENT OF CIVIL ENGINEERING (PSU) FOR THE NATIONAL MARINE FISHERIES SERVICE, NORTHWEST FISHERIES SCIENCE CENTER (NWFSC). UNDER PROPOSED CONTRACT, PSU WILL CONTINUE TO STUDY EFFECTS OF VARIATIONS IN FLOW AND SEDIMENT INPUT ON HABITAT AVAILABILITY THROUGHOUT THE LOWER COLUMBIA RIVER AND ESTUARY. VARIATIONS IN RIVER SLOW, SALINITY, TIDAL, AND SEDIMENT TRANSPORT REGIMES OF THE COLUMBIA RIVER AND ITS ESTUARY HAVE HAD A PROFOUND EFFECT ON COLUMBIA RIVER SALMONIDS AND THEIR HABITAT. HUMAN INFLUENCES INCLUDE THE HYDROPOWER SYSTEM, IRRIGATION, NAVIGATIONAL DEVELOPMENT, DIKING AND FILLING, AND CHANGES IN LAND USE THROUGHOUT THE BASIN. THESE HUMAN ALTERNATIONS INTERACT WITH EACH OTHER AND ARE DIFFICULT TO SEPARATE FROM THE INFLUENCE OF CLIMATE. UNDER PROPOSED CONTRACT, PROPOSED VENDOR WILL DETERMINE 1) HOW CHANGES IN THE SALINITY AND TIDAL REGIMES AFFECT HABITAT AVAILABILITY, 2) HOW RIVER FLOW AND SEDIMENT INPUT INTO THE SYSTEM ARE RELATED TO CLIMATE AND HUMAN ALTERNATIONS, AND 3) HOW THE VARIATIONS BETWEEN SUB-BASINS OF CIMATE AND ANTHROPOGENIC EFFECTS AFFECT LOWER RIVER HABITATS. PROPOSED CONTRACTOR WILL ALSO COMPLETE ANALYSIS OF TIDAL PROCESSES IN THE COLUMBIA RIVER AND ESTUARY. VENDOR WILL ALSO USE TEMPERATURE, FLOW, TIDE AND BATHYMETRIC DATA TO UNDERSTAND CHANGES IN ESTUARY AND FLUVIAL TEMPERATURES. FINALLY, VENDOR WILL USE HISTORICAL ACCOUNTS AND DATA COLLECTED BY THE USGS, ENVIRONMENT CANADA, AND THE U.S. ARMY CORPS OF ENGINEERS TO DEFINE CHANGES IN RIVER FLOW, FINE/COARSE MATERIAL TO THE ESTUARY, AND QUANTITY AND QUALITY OF MATERIAL FROM SUB-BASINS IN RELATION TO CLIMATE CHANGE, CATAGROPHIC EVENTS, WATER WITHDRAWAL, AND FLOW REGULATION. PERIOD OF PERFORMANCE IS DATE OF AWARD THROUGH 9/30/2007. PROPOSED WORK FOLLOWS ON A SIMILAR STUDY THE PSU COMPLETED. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
