- Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Mr. Robert G. Willner on a sole source basis to provide expert advice and assistance to the Economic Statistical Methods and Programming Division (ESMPD) by (a) Serving as a member of the Register Support Branch (RSB) research team to provide expert knowledge and advice on identifying how SSNs are used in the Economic Directorate and the impact when SSNs are replaced with PIKs on the Business Register and related programs; (b) Providing guidance in the development of an automated conversion process that removes all SSNs from BR database and related program files; (c) Providing expert advice on practices and procedures to assure the integrity of the Business Register, including data storage options and backup/restore procedures; (d) Providing guidance as to most effective methods to implement security controls; Providing technical expertise to efficiently transmit and receive IRS Administrative Records data including Business Master File (BMF), Employment and Payroll (941/943) and Incomes (1120/1065) over a secure VPN line from IRS facility in Martinsburg; (e) Developing a plan for 24/7 file transfer with constant polling for files; (f) Coordinating a schedule for downtime and maintenance with approval of DID and ESMPD; (g) Providing technical expertise and guidance to implement secure encryption software that is FIPS 140-2 compliant; (h) Thoroughly testing a file transfer process; and (i) Establishing a Quality Assurance process. This extension of services will enable the Census Bureau to continue to use the same experience and knowledge provided by Mr. Willner over the past several months to complete the above services as they related to the design and development of an automated productions processing system. Due to the highly complex and specialized nature of the required system, a qualified specialist must have a strong database and BR administrative data background, and have in-depth experience with how the Census Bureau compiles and uses this data. The value of Mr. Willner?s efforts is not expected to exceed $50,000. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing , and other information that demonstrates their ability to meet the Census Bureau?s needs. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 10 days from the publication of this synopsis, a contract may be issued to Mr. Willner without further notice.
