Description
The U.S. Customs and Border Protection, Border Patrol, Tucson Sector has a requirement for five (5) cargo trailers and four(4) fuel trailers. This requirement is for the U.S. Border Patrol Tucson Sector checkpoint setup. This requirement is being awarded under FAR Part 13.5, and may result in issuance of a multiple orders. This solicitation is being issued as a Request for Quote. Quotes are being requested and written solicitation will not be issued. The request for quote number is 0020028670. This requirement is solicited as a TOTAL SMALL BUSINESS set aside. NAICS code is 423840. May result in two Firm-Fixed price orders to be awarded as a result of this request for quote. All quotes should be FOB destination, Contractor is responsible for the transportation of each trailer and delivery to Customs and Border Protection, 2430 S. Swan Road, Tucson, Arizona 85711. The contractor is responsible for all labor and materials to provide the trailers as described in the Statement of Work (SOW). REQUIREMENT The vendor will provide five (5) New cargo trailers. These trailers will be fully enclosed with lockable doors. Each of these trailers will be built to the following specifications and will include: All structural steel construction. Cross members should not be placed more than 24? on the floor and 16? on the side walls. A weather proof cargo area with inside dimensions of not less than 18 feet long x 8 feet wide x 6 feet-6 inches high. Cargo area will be vented with at least one vent of not less than 1 foot square in the roof. Two additional flow vents in the side wall shall be provided. Polished aluminum front covers for protection and aesthetics to include an aluminum or steel stone guard of not less than 24?. Cam lock lockable door latches on all doors. Not less than 15? radial tires. The tires must be highway and trailer rated with painted or chrome plated steel rims. An escape/side door of not less than 24? and not more than 36?. Torsion type drop axles in tandem configuration. This trailer will be built of sufficient GVW, design and engineering to handle 4000 lbs. of payload or more. At least 2 stabilizer jacks at the rear of the trailer. Aluminum wheel wells and fenders. Not less than ?? plywood floors and 3/8? plywood walls. All interior surfaces will be free of sharp edges and snags. Loading lights and dome lights. Trailer undercarriage will be sealed and painted with a commercial undercoating. All doors will be provided with door holdbacks. Complete electrical package including; lights, 7-way trailer plug for tow vehicle, wiring harness for all lights and brakes. Separate switches for the loading lights and the dome lights. ADOT approved safety reflectors and exterior lighting. Safety chains, welded not bolted. ADOT approved Tongue jack 2 5/16? lock ball coupler with a lockable hasp. Rear ramp with a capacity of not less than 4000 pounds. A spare tire mounted to the trailer. All surfaces except inside plywood and polished aluminum will be painted with a quality enamel paint in the color of WHITE. Each cargo trailer will also be industrial quality and will be warranted for a period of not less than three (3) years with the warranty on the roof to be at least ten (10) years. FUEL TRAILER The vendor will provide four (4) 300 gallon trailer mounted fuel units. Each of these fuel trailers will be built to the following Specifications 18 feet long x 8 feet wide x 6 feet-6 inches high, highway certified and shall include: ? All structural steel construction ? A steel fuel tank with the capacity of not less than 300 U.S. gallons. This tank will have a secure closable cover/lid/cap. ? Tandem axles with highway rated wheels and tires and wheel wells. ? 12 volt DC, high volume, fuel delivery pumps (20 GPM) and extended 20 foot fuel hose with a standard fuel pump handle. Fuel pump should be the type that will not burn up if fuel runs dry while fueling equipment. ? A place to store or roll the fuel hose and hang the pump handle. ? Fuel filter housings with filter either at the pump or in-line with the hose. ? Deep cycle batteries to power the fuel pump. ? Complete electrical package including; lights, trailer plug for tow vehicle, wiring harness for all lights, brakes and fuel pump. ? Safety reflectors. ? Safety chains, welded. ? Tongue Jack ? 2 5/16? lock ball coupler with a lockable hasp. ? Signage for fuel hauling. ? A spare tire mounted to the trailer. ? All steel surfaces will be painted with a quality enamel in the color of WHITE. Each fuel trailer will also be industrial quality and will be warranted for a period of not less than one (1) year. Period of Performance: Completion within four (4) weeks from receipt of purchase order SELECTION CRITERIA The selection will be based on a best value basis. In order for the product to be considered for selection it must meet the minimum requirements stated under the ?REQUIREMENT? section of this Statement of Work. Best value will be based on past reliability of the product in question as well as the cost of the product. Best value will also be based on ease of use, ease of maintenance and the length and level of the warranty provided.
