Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is F1T0EG7067A100 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This notice is for a small business set aside competition. The associated NAICS code is 334513 and the small business size standard is 500 Employees. The requirement consists of the following: System?s primary function is to regulate the concentration inside a test chamber. Its other requirement is to collect data from test instrumentation. 1. Vapor Control System?System to regulate the vapor concentration inside a test chamber that is 50 ft W by 50 ft L by 50 ft H. System requirements: Must control vapor concentration of Methyl Salicylate (MeS) inside test chamber at 200mg/m3 using PID control system. Control concentration must be user selectable/changeable to other values i.e. 100,150, 250 mg/m3, etc. Vapor Control System shall regulate the following Government provided equipment to maintain proper concentration control: Liquid feed rate of pump used to supply MeS to the vapor generator system (WalChem EHB series Electronic Metering pump with ?R? control module, Model # EHB10R1-PC); Blower motor speed of Vapor Generator System. The blower motor is a Baldor motor Part # CM3559T which is capable of variable speed drive. Vendor must provide an AC Tech MC3000 Series drive or other similar device; Blower motor speed of negative-pressure filter system. Blower will utilize a variable speed drive unit that is already installed (VSD accepts standard control inputs of 4-20mA of 0-10vdc). Feedback will be provided to the Vapor Control System from a Gov?t provided Foxboro Miniature Infr-Red gas Analyzer (MIRAN), Model 1A. Output from the MIRAN is a 0-2 VDC analog voltage signal. 2. Data Acquisition System (DAS) must be provided with the control systems to collect data from test instrumentation. System requirements are: DAS must have a minimum of 16 analog inputs, 16 thermocouple inputs, 8 digital outputs, and 8 analog outputs. DAS must be capable of recording real-time data output and storing in ASCII file format or Excel file storage types on computer system. DAS must provide visual displays to include both digital meters and graphs plotted over time of instrument readings on the host computer system. DAS system must be user programmable to select monitoring and recording of different test instrumentation. 3. System must contain a notebook computer system (minimum 60 GB hard disk drive, 1.2 GB RAM, 2 GHz processor, DVD RW drive) to run the DAS and Control Systems. 4. Computer system used for the Vapor Control System and DAS must utilize a licensed copy of standard data acquisition and control software (DASYLAB preferred; LabView is acceptable). Items are to be delivered FOB destination for inspection and acceptance by an authorized government official.
