Description
NOTICE OF CONTRACT ACTION (NOCA) for Air Armament Center (AAC) Range Safety Office (SEU) Test and Evaluation Support Professionals to augment government organic resources at Eglin AFB, Florida. The Air Armament Center Contracting Directorate, Test Evaluation Contracting (AAC/PKZA) intends to issue a Request for Proposal (RFP) for Advisory and Assistance Services to acquire a follow-on contract for Test and Evaluation Support Professionals for AAC/SEU. This acquisition is a small business set-aside. Award of a Firm Fixed Price (FFP) contract for a 5-year period (1-Basic plus 4-Option years) is anticipated. The North American Industry Classification System (NAICS) code is 541690 and the Small Business Size Standard is $6,500,000.00. This acquisition will be conducted using FAR Part 15 procedures and will be awarded to the responsible Offeror whose proposal conforms to the solicitation requirements and will provide the best value to the government considering mission capability, past performance, and price. AAC/SEU has identified specific needs for functional skills that can be provided through the use of manpower contracting support. They are responsible for managing, formulating, and implementing the Air Armament Center (AAC) Range Safety Program, including advance planning, safety analysis, flight termination and safety support systems requirements, and real time support; provides weapons safety and consulting support on all matters pertaining to explosives/munitions; and assists in the planning, evaluation, and management of the AAC Flight Safety Program. The planned taskings for this acquisition requires the contractor to provide engineering, analytical, and technical support to AAC/SEU in the planning and execution of the weapons and weapon systems under test by Air Armament Center (AAC) in support of the Developmental Test and Evaluation (DT&E) process. The total scope of this effort includes all phases of aircraft, weapon and munitions test development and execution; requirements definition, test design and conduct, flight operations, and research. The period of performance for the contract including the option years is 1 Oct 2007 through 31 September 2012. The contractor must possess a SECRET clearance. The solicitation will be posted on the Federal Business Opportunities website on or around 7 May 2007. The government will not distribute hard-copy solicitations, attachments or amendment documents. Subsequent amendments to the solicitation, if any, will be promulgated via the Federal Business Opportunities website.
