Description
18 April 2007 1. Will the contracting office be issuing a DD254 for the Facility Clearance? Answer: No, the DD 254 is available electronically. 2. Does the prime need to possess the Facility Clearance or can it belong to a subcontractor? Answer: The prime 3. Paragraph 27 states, The contractor shall provide the NACLC or higher clearance documentation with their quote package. Is this required only of the lead instructor or do we need to provide the documentation for our proposed general instructors as we ll? Answer: Required for the Lead Instructor, the submitter may provide them for as many others as it desires 4. Is the sample matrix provided solely for the purposes of illustration and discussion or does the Government intend to adhere to roughly a similar training schedule based on the number of personnel provided in the matrix? Please clarify. Answer: The provided matrix is a sample for use in preparing quotes for the solicitation. As stated in solicitation Para. 4.1.3., the performance Schedule Execution Matrix will be included in each task order. 5. Do the dates provided in the sample matrix represent training start dates or do they represent an actual day on which eight (8) hours of training shall be provided? For example, the matrix shows two training dates for class 1. Since training must be p rovided over three days, we assume that these dates represent preferred training start dates and not the only dates on which training will be provided for this class, as this would represent only two days of training and not three days of training per the RFQ. Are we correct in assuming that these are start dates? Please clarify. Answer: Assume those are training start dates. 6. When does the Government anticipate making an award for this procurement? Will the award be made less than a month from receipt of responses to the RFQ? Answer: The Government intends to award as soon as possible after giving full consideration to the responses received and in accordance with the applicable acquisition regulations. However, award may be delayed due to outside factors. 7. Our firm recently received 8(a) certification from the U.S. Small Business Administration. Given the stage of our firms development, may past performance of our principals be substituted for corporate past performance? Answer: Past performance of a newly constituted business entity may substitute the past performance of its principal employees in accordance with the applicable acquisition regulations. See FAR 9.1, 13.106, and 15.3 (even though this is not a negotiated pr ocurement) as stated in FAR 12.206 and 52.212-2 -- Evaluation -- Commercial Items.
